BACKGROUND: Staff recommends approval of #CA18-91 for demolition of the structures at 427 Ball Street for the following reasons: 1. There has been a zoning change on the property to Government Use (GU); 2. The house and metal storage building are on a small lot and are isolated in the park 3. land and parking area; 4. Park land and parking areas surround the house and metal storage building on three sides; 5. There is no safe use of the house for any purpose as it sets only 15 feet from curb of Ball Street; 6. There is no safe use of the house or metal storage building as support facilities for the Botanical Gardens; 7. There is no Designation Merit for the house based on the Grapevine Historic Preservation department's twelve point Designation of Merit criteria evaluation; 8. The opportunity does not exist for relocation of the structures. Due to these reasons, it is determined that the future use of the property is in support of the Botanical Gardens as a parking area and park land. The floor plan is designed so that the main entry faces west toward South Ball Street. The building footprint contains 965 square feet of living area and includes three bedrooms, two bathrooms, a living room, kitchen and dining area. It is a frame -style design. The construction components include concrete slab foundation wood frame structure and roof. The building exterior is masonry brick veneer with painted wood trim. Windows are single -pane panels in aluminum frames. The roof is pitched with gables and composition shingle roof covering. There is a wood front door with an aluminum -framed storm door, and a wood door providing access from the kitchen to the back yard. The interior finish of the residence includes oak plank flooring, painted gypsum board walls and ceiling. The floor plan includes a living room, small kitchen and dining area, and three bedrooms. All are accessed by a central hallway. There is one hall accessed bath room and one bath in the master bedroom. The hall bathroom appears to have been updated from original construction. It is finished with modern ceramic tile floor covering cabinets, sink, commode and a fiberglass shower/tub combination. The kitchen is equipped with a double -steel sink and a gas combination oven/stove. The cabinet are wood with laminated counter surfaces. Each of the bedrooms is small, approximately 10 -feet by 12 -feet and include a small closet. Interior doors are wood. The building improvements were observed to be of average quality construction; their current condition, however, are deemed to be in only fair condition. The interior finish is original to construction in 1960 and appear to be well worn. With the exception of the hall bath room the interior appears to have no updating, and limited maintenance, since it was constructed. The wood flooring was noted to be in well-worn condition and in need of refinish to protect the further decay of the wood. The cabinetry and counter surfaces in the kitchen, while functional, are in need of replacement. There was no evidence of foundation settlement problems. The exterior was observed to have some rotting wood trim and a significant amount of peeling paint. The condition of the roof is undetermined, however, there was no indication of significant roof leakage.
