Grapevine City Council and Planning and Zoning. Commission Members
It has come to my attention that the Grapevine Planning & Zoning Board and City Counsel will
be hearing a Special Use Permit Request for an Automotive Body Repair Shop to be
constructed for Davenport Motors.
As owner of the adjacent properties at 2321 and 2401 Ira E. Woods, I believe that an
Automotive Body Shop is not in keeping with the current Zoned Use.
Respectfully, the Grapevine Zoning Board and City Council should not approve this
Special Use Permit or allow the Proposed Use.
The reasons are as.follows:
• The Proposed Use does not compliment the aesthetic .character of the existing area. and
is not in keeping with the Highest and Best use for the property.
• The Automotive Body Shop will perform Vehicle Painting that produces undesirable
fumes; even thought filters are required.
• Petroleum, Oil and other Chemicals will be used on the site and are possible
contamination Hazards to the Air and Ground.
• Although the proposed building design is attempting to match the appearance of the
building. at. 2401, it will not achieve the architectural characteristics or attractive
features of the existing buildings; because of its proposed use.
• The issue that "outdoor storage of vehicles is not allowed" is yet to be specifically
defined and will be an ongoing burden to City Code Staff to enforce.

• The proposed fence and gates surrounding the property further demonstrates this use is
not in keeping with a Community Commercial Use. The proposed plans show Barb Wire
fencing surrounding the site similar to that currently in place at their Plano Shop.
• Tires, Damaged Car Parts, and Vehicle Wreckers are not in keeping with the current
Medical, Banking, Dental, Speech Therapy and Insurance Office use of the adjacent
buildings.
• It is possible that due to the nature of the business and proposed use, Noise and Light
Pollution could easily disturb established users.
• This proposed Automotive Body Shop is not in keeping with the Look, Marketability,
Character, and Intended use of its Adjoining Neighbors and Grapevine's Master
Planned Zoning Efforts.
I visited the Davenport Repair Shop in Plano and found that the Plano facility is located and
Zoned in a Light Industrial Land Use Category, this is the correct zoning for this use and not
CC. This should hold true for Grapevine. Spot zoning thru the use of a Special Use Permit
creates serious and long lasting problems for the City.
When detailed reviews were underway with Grapevine City Officials during the permitting
process on 2321 and 2401 Ira Woods; there was an extensive design acid planning effort. These
efforts helped assure that these facilities were very attractive and created the properimage. Ira E.
Woods is one of the main gateways to the City and it wasextremely important at that time that
these -building project.the. proper image.
The City has spent years cleaning up certain sections of Northwest Highway in Grapevine. These
Problems were cause by spot zoning early in Grapevine's history. These areas contained
primarily Auto Repair and related uses we do- not want to see the .same problems en Ira E.
Woods.
It has been explained_ to me that this facility is planned as an upscale facility. for. Lexis only;
however, based. on observations of their facility in Plano, I feel this will be difficult to control
over the. life o£the property.
The Proposed Use of an Automotive Body .Repair Shop simply does not belong at this
location.

I am an interested citizen, part owner, and tenant at 2321 Ira E. Woods Drive, Suite 190
Grapevine, Texas 76051
I protest the proposed Special Use Permit. I do not believe that an Automotive Body
Shop is in keeping with the current Zoned use. I respectfully submit that the Grapevine
Zoning Hoard and City Council should NOT approve tbls Special Use Permit or allow the
proposed use.
My reasons are:
The proposed wo docs not compliment the aesthetic oharactcr of tho existing greet
and is not in keeping with the Highest and Best use for the property. In the two buildings
adjacent to this lot are an Imaging Center, Insurance Agency, Speech Therapist, Bank,
Demist, Intemnat Medicine Physician, Mortgage Company, and Dermatologist. The next
building contains Attorney's offices, Aoeountants, And Financial Planners.
Painting may produce undesirable fumes, even though filters are required.
Petroleum products and other Chemicals will be used on site mrd are a possible
con t.
An Aesthetically "matchW design will still house a Body Shop.

Pictures of the Plsno Location and proposed plans show Barb Wire Fencing
surrounding the site.
Vehicle Wreckers, Tires, and Damaged car parts do not fit in with the current
Office use in the adjacent buildings.
It is possible that due to the nature of the business and proposed use Noise and

believe they should find a suitably zoned location in this area if they desire but not at this
location. Spot zoning and use of a Special Use Permit is not in concert or use as the other
businesses in the neig*orhood and will present problems over the life -span of the
structure.
Ira E. Woods is a gateway i 20 and out of the city. Having a Body Shop with a barbed
wire topped fence, wreckers bringing in damaged, posaft leaking vehicles will slow
aaitic and detract from the other businesses on the street. I believe it will set a bad
example as to what the city will approve and where it will approve it. I believe that client's
conzmg to the other businesses in these co rnplex= will not be pleased getting their
professional services in buildings that are located next to a body shop.

As a tenant in an adjacent property located at 2401 Ira E. Woods, we would like to voice
our concern over the consideration of Special Use Pern it Request for an Automotive
Body Repair Shop. We respectfully request that the Zoning Board and City Council not.
g tr y& this Special Use Permit nor allow the proposed use of this property.
Our business is one of diagnostic medical imaging and a pain management practice. To
that end we have committed a substantial amount of looney to building improvements
and equipment and are concerned that any automotive repair shop will substantially
devalue our business. The plant and physical facilities required for an automotive repair
business is detriwaital to the aesthetic character of the area. It has been suggested that
barbed wire fencing, tures, damaged cars and car parts will be visible from our location.
We feel this is not in keeping with the highly professional group of businesses currently
located on the adjacent property.
More importantly, however, we are gravely concerned about the welfare of our patients
and employees when exposed to potentially hazardous substances, which are routinely
used in an automotive repair business. Manny of our patients receive diagnostic tests due
to respicvmy complaints. We believe that the use of paints, aerosols, petroleum based
products and other chemicals could prove potentially harmful to their health, as well as
the employees who spend a considerable amount of time in our facility.

Davenports location in Plano is of the highest stadaYds as far as service

Subject: Thoughts on upcoming City Council meeting
Mr. Nelson and City Council,
it has come to my attention that there is an issue before you on Tuesday
night that involves the development of a much needed business in our
area. The issue is the building permit for Davenport Motor Company. I am
writing because this is a company I have strong feelings about and 1
strongly encourage you to support their business proposal because it is
the best thing for more citizens in your jurisdiction.

I became a DMC customer several years ago,1 believe in 1998. 1 have had
lots of work done by these gentlemen and I have found them to be the
utmost in character and integrity. in fact, several times they repaired
my automobile at a loss to them personally to honor a warranty on parts
produced by Toyota. I can assure you a drive to Plano is a daunting task
if you can avoid it, as I'm sure you are all aware. Even so, I've made
the trek numerable times due to the service, quality, and value received
once I get there.
We are fortunate to live in an area of some influence. There are a great
number of Lexus automobiles in NE Tarrant County. The approval of this
business in Grapevine would mean valuable revenue to city coffers as
well as provide a much needed service to the citizens. I urge you to
approve the measure before you this Tuesday night as the best thing for
Grapevine, Hwy 26 corridor, and in fact NE Tarrant and Denton Counties.
1 am a resident of Southiake. i lived in Grapevine for 11 years prior to
our recent move. i have never written, appeared for, nor argued against
an issue before a council before. I do however feel strongly about this
Issue and wanted to weigh in on my thoughts. I thank you for your
consideration and time.

The subject and surrounding property to the east rezoned from "C -W" Commercial
Warehouse to "Ll" Light Industrial District in the 1984 Citywide Rezoning. The property
was later rezoned from "Ll" Light Industrial District to "CC" Community Commercial District
by Zone Change Request Z95-20. The property to the west was zoned "C -OU"
Commercial -Outdoor District.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: "Ll" Light Industrial District — Heritage Industrial park
SOUTH: Dallas/Fort Worth International Airport
EAST: "CC" Community Commercial District — office building
WEST: "Ll" Light Industrial District — vacant property
The subject tract is located within "Zone C" Greatest Zone of Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" map. In Zone C,
industrial and commercial uses that can tolerate a high level of sound exposure are
appropriate. The applicant's proposal is an appropriate use in this noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as a Commercial land use. The
applicant's proposal is in compliance with the Master Plan.
