SUBJECT: WATER TREATMENT PLANT STORAGE TANKS 1, 2, & 4
STRUCTURAL REPAIRS & PAINTING PROJECT AWARD OF
CONTRACT
RECOMMENDATION:
City Council consider awarding the Water Treatment Plant storage tanks 1, 2, & 4
structural repairs and painting contract to William Painting & Sandblasting Company in
the amount of $773,270.00, authorize staff to execute said contract and take any
necessary action.
FUNDING SOURCE:
Funds are available from the Water Permanent Capital Maintenance Fund ( - )
Acct# 200-43360-534-0.
BACKGROUND:
This rehabilitation project will consist of making necessary structural repairs, provide
protective coatings on the interior and exterior of the tanks, as well as provide necessary
grading around ground storage tanks 1, 2 & 4 at the City's Water Treatment Plant.
The rehabilitation of the tanks will bring the existing structures up to the latest Texas
Commission on Environmental Quality rules for personnel access and ventilation
requirements as well as provide the necessary protective coatings. Painting of storage
tanks typically lasts 12 to 15 years.
Tanks 1 & 2 were painted at the time that tank 4 was constructed in 1989. In 2005,
some minor rehabilitation work was performed on tank 1 to maintain compliance with
TCEQ regulations. Additional rehabilitation and painting for tank 1 as well as tanks 2 &
4 was postponed. It has now been 23 years since the tanks were last painted and they
have reached the point where re-painting is needed.
Eight bids were received as listed below with William Painting & Sandblasting Company
submitting the lowest bid.

TMI Coatings, Inc. $1,289,500.00
DeltaTek Engineering has reviewed the bids and has recommended that the City award
the contract to William, Painting and Sandblasting Company.
Staff recommends approval of the Construction Services Contract to William Painting &
Sandblasting Company in the amount of$773,270.00.

Bid Review and Recommendation
Dear Mr. Conkle:
On October 25, 2012, the City of Grapevine received eight (8) sealed bids for the Grapevine Water
Treatment Plant Clearwell Renovations and Repainting. Deltatek Engineering has reviewed the bid
documents and submits the following opinion and recommendation.
Based on review of bid submitted by Williams Painting & Sandblasting Company, and prior work
experience with this contractor, it is our opinion that low bidder i$ qualified to perform this task in
accordance with the Contract Documents.
Williams Painting& Sandblasting Company's, base bid totaled$718,810.00 and the alternate bid totaled
$54,460.00 for a total bid price of$773,270.00. Based on the bid pricing received, Deltatek Engineering
recommends the City of Grapevine accept both the base bid and alternate bid on this project.
Deltatek Engineering has no objection to awarding this project to Williams Painting & Sandblasting
Company, for a lump sum price of$773,270.00.
