MEETING DATE: NOVEMBER 6, 2012 SUBJECT: BUSINESS 114 L (NORTHWEST HIGHWAY) REMOVAL FROM STATE SYSTEM RECOMMENDATION: City Council consider adopting a resolution concurring with the State of Texas' intent to remove Business 114 L (Northwest Highway) from the State System, authorize the City Manager to forward this resolution to TxDOT, and take any necessary action. BACKGROUND: Staff has determined that the City would benefit from the removal of Northwest Highway from the State System. Northwest Highway would be removed from the east right of way line of the State Highway 114 L west bound service road at the west end to the west right of way line of Ruth Wall Road at the east end. The total length is slightly more than two miles. The benefits would result from the removal of restrictions imposed by TxDOT on their on-system roadways relative to festivals, continued development of and access to City property and future private development along Northwest Highway. Removal of Northwest Highway from the state system will enable the City to address future improvements with our design and construction standards instead of TxDOT's standards. The roadway was completed in its current configuration in 2000 by TxDOT with a depth of pavement greater than the City's standard pavement sections. Staff has inspected the roadway surface and feels that it is in good shape. Staff recommends approval. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, CONCURRING IN THE STATE'S INTENTION TO REMOVE BUSINESS 114 L FROM THE STATE SYSTEM AND PROVIDING AN EFFECTIVE DATE WHEREAS, the State of Texas has constructed and maintained Business 114 (Northwest Highway) as described in Exhibit "A" attached hereto and made a part hereof; and WHEREAS, the State of Texas has determined that said Business 114 L is no longer needed for the operation of the state highway system; and WHEREAS, the City of Grapevine has requested that the State remove said roadway from the State System; and WHEREAS, the City of Grapevine has committed to assume the maintenance responsibilities of said roadway. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That the State's Business 114 L shown on the attached Exhibit "A" is no longer needed for use in the operation of the State System. Section 2. That the City Council of the City of Grapevine, Texas concurs in the State's plan to remove the roadway from the State System in accordance with the established laws and regulations of the State of Texas. Section 3. That the City Council of the City of Grapevine, Texas commits to assume jurisdiction, operation and maintenance responsibilities for the roadway segment. Section 4.
