when filed and will be placed on the agenda for public hearing at the discretion of
the staff. Based on the size of the agenda, your application may be scheduled to a
later date.
All public hearings will be opened and testimony given by applicants and

conditional use or a special use permit can only be approved by city council

Any application for a change in zoning or for an amendment to the zoning
ordinance shall have, from the date of submittal, a period of four months to
request and be scheduled on an agenda before the Planning and Zoning
Commission and City Council. If after said period of four months an application
has not been scheduled before the Commission and Council said application shall
be considered withdrawn, with forfeiture of all filing fees. The application, along
with the required filing fee may be resubmitted any time thereafter for
reconsideration. Delays in scheduling applications before the Planning and
Zoning Commission and City Council created by city staff shall not be considered
a part of the four month period.

BEING a tract of land situated in the A.W. Anderson Survey, Abstract No. 26 and the H.
Suggs Survey, Abstract No. 1415, City of Grapevine, Tarrant County and being all of
Lot 1A3, Block 1 of The Bluffs at Grapevine Addition, an addition to the City of
Grapevine as recorded in Instrument No. D217293763, of the Official Public Records,
Tarrant County, Texas and being more particularly described as follows;
COMMENCING at a 5/8 inch iron rod found with cap stamped "Huitt-Zollars" on the

RECOMMENDATION
Staff recommends the Site Plan Review Committee consider the proposed changes to
Conditional Use Request CU17-05 (Ord. 2017-23) approved at the April 18, 2017
meeting to amend the previously approved site plan for a master site development plan,
specifically to add a fourth floor to the previously approved three story office structure,
and take any other action necessary.
BACKGROUND INFORMATION
The City Council at their April 18, 2017 meeting approved conditional use request
CU17-05 which established a master site plan on the subject site that included a 371 -
unit multifamily complex, and a 55,500 s.f., three story, multi -tenant office structure. At
a previous meeting on September 17, 2016 several conditional use requests were
approved on the subject site relative to a 300 room Marriott Renaissance hotel and a
150 room expansion (Hilton Garden Inn) to the existing co -branded hotel.
With this request the applicant intends to add a fourth floor (total height 62.5 feet) to the
previously approved three story (total height 54 feet) office structure. Total square
footage of the structure will increase from 55,500 s.f. to 82,787 s.f. The actual building
footprint however has been slightly reduced from an original 22,065 s.f. to 21,651 s.f.
Parking for the new structure with the fourth floor addition will require 259 spaces; the
applicant will provide 181 parking spaces on site with the stipulation that 23,430 s.f. of
the office structure will remain unoccupied until such time that the adjacent lot to the
west (Lot 1A2, Block 1) is developed. The applicant proposes that 79 spaces on this
adjacent lot will be shared with the office structure given the different peak period
parking needs of the office structure relative to the retail orientation of the adjacent lot
based on the attached parking demand study.
Lastly, with the addition of the fourth story the applicant has altered the elevations to
include more glass window coverage than the previous elevation.

ARCHITECTURE
INTERIOR DESIGN The proposed use for the northeast comer of Silverlake Crossing is for a multi -tenant, four
level professional office building. The site is zoned CC on a 3.0 acre site. The proposed office
building will coordinate in exterior material colors with the other approved master planned
multi -family buildings and future retail uses within the master plan. The proposed office
W W W. C 0 R G A N. C 0 M building will activate and engage the adjacent retail and offer a "work close to home" option for
those living in multi -family communities onsite or surrounding nearby the Grapevine Mills Mall.
The proposed office building will enhance the current building landscape along the Highway 26
thoroughfare and provide an attractive, low density Class A office building. This proposed use
conforms to the master development plan.
The master plan is designed as an Urban Village that will become part of the surrounding
community but still maintains its own identity and characteristics. It will focus higher density
unique development of live, work and retail near the hotels and resorts, delivering an energetic
lifestyle and high quality physical environment. The master plan will offer a range of community
facilities and Mix of Uses to meet the social and recreational needs creating vitality and
entertainment for future residents and the local community. The master plan creates a
connected development by knitting the site plan with the new amenities on site, as well as the
existing City of Grapevine bike trails that connect this urban village with adjacent amenities
and parks. The green network will provide visitors and residents with comfortable outdoor
environments and multi -functional spaces for social gatherings, events and community
activities.

Reference: Silverlake Crossings Office Building CUP Application
Dear Ron:
Please find this letter as a clarification to the CUP Application recently submitted to the City of
Grapevine for the Silverlake Crossing Office Building on September 4f, 2018.
The CUP application was made given minor adjustments to the proposed office building, which
added a floor level going from three to four stories. This adjustment to the building adjusted the
original site plan and landscape plan.
With the increase office square footage, the parking requirement within the site is not in
compliance with Grapevine parking requirements. Shared parking from adjacent future retail lot
will be provided. Currently the retail project is not being permitted or constructed. The office
developer has agreed to not occupy 23,430 square feet of the office building, until such time the
retail project is completed, or a sufficient parking is provided within the Lot IA2 Block 1 tract.
Included with this letter you will find the parking study analysis preformed for the development.
To meet the required parking, off-site shared parking is being proposed at Lot 1A2, Block 1 (the
future retail site). In Table 3 of the report, the peak parking occupancy rate of the office building
will be 100% between Sam — 5pm Monday through Friday. With Lot 1A2, Block 1 intending to
be a retail space moving forward in the master site plan development, the additional uses shown
on Table 3 do not peak during the standard work week hours (8am — 5pm), making shared parking
feasible on this adjacent property. Given the results of the parking study, we request the City
approve the parking variance within the office site and allow an off-site parking agreement
between the properties for the office project.

To Whom It May Concern,
This letter is to verify that your request for a conditional use permit located at 1785 State Highway
121 and platted as Lot 1A3, Block 1, The Bluffs at Grapevine, to amend the master site
development plan, specifically to add a fourth floor to the previously approved three story office
structure was approved by the Site Plan Review Committee on October 3, 2018. A copy of the
approved site plan is enclosed.
Any changes to a site plan approved with a conditional use or a special use (no matter how
minor or major) can only be approved by city council through the public hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon written
application, without notice or hearing. No additional extension shall be granted without complying
with the notice and hearing requirements for an initial application for a Conditional Use Permit.
