Subject: File# HL04-01 West Wall Street Historic District Proposal
Dear Sirs:
As a property owner and resident within 200 feet of the subject tract
of land, we hereby object to the application submitted by the Grapevine
Historic Preservation Commission, This application requests designation as
an historic landmark sub district of the North Side only of Wail Street
between South Barton Street and South Scribner Street, No other
information has been provided nor have the residents/merchants on the
South Side of Wali Street been consulted on this change prior to taking it for
Public Hearing.
As both residents and operators of a commercial business located on
the South side of Wall Street, directly across the street, we object to this
change for two reasons. First, we believe this action may reduce our future
property and business value. Second, we believe the City of Grapevine
should provide an assessment on the cost and effect of designating Historic
Districts to ensure they are conducive to the welfare of the Citizens of
Grapevine. Under Appendix G of the City of Grapevine Code of Ordinances
(adopted in 1991), new districts such as what is proposed should have the
effect of promoting the "economic, cultural, educational and general welfare
of the citizens of Grapevine".
Given the thirteen years that Appendix G has been in effect, the City
has significant experience as to the effect a change like this makes on the
city and especially what it does to surrounding property values and
businesses. We would like the City of Grapevine to provide evidence or
studies that show Appendix G has accomplished its goals and also to show
the effect of past Appendix G actions on the property values and businesses
immediately adjacent and Immediately affected, prior to taking action for
approval, We would like this assessment to also include the opinion and
experience of other adjacent business and property owners that were
affected by Appendix G actions taken within the past 13 years. We think this
would be a positive development to help the City ensure Appendix G remains
a positive and beneficial ordinance.
We would also like to see Appendix G modified to require advance
consultation with residents and merchants (within 200 feet of the affected
tract of land) under Section 3, for the purpose of explaining the desired

change and Its purpose to those who will be affected prior to submission to,ia 1004
Public Nearing. Under today's rules, an affected citizen has little time to
make a decision on issues like this that could have a broad effect on %BY:.__
livelihood and residential property value. Going on vacation for two weeks`
could result in a default to the City under the current rules. This would
provide reassurance that the City Is working transparently and harmoniously
to effect positive change in the public Interest to the maximum extent
possible.
Once the City of Grapevine has provided its assessment, we would be
in a better position to reconsider our decision on this proposal,
