HomeMy WebLinkAboutItem 16 - Traffic Signal Equipment MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER ' 1_ MEETING DATE: NOVEMBER 6, 2012 SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF TRAFFIC SIGNAL EMERGENCY VEHICLE PRE-EMPTION EQUIPMENT RECOMMENDATION: City Council to consider approval of a resolution for the purchase of traffic signal emergency vehicle pre-emption equipment from Consolidated Traffic Controls, Inc. through an interlocal contract for participation agreement with the Houston-Galveston Area Council (HGACBuy). FUNDING SOURCE: Funding for this purchase is currently available in account 121-48899-415-04000020 (Emergency Vehicle Pre-emption) for the amount not to exceed $499,000.00. BACKGROUND: This purchase will be made in accordance with an existing interlocal participation agreement with the Houston-Galveston Area Council (HGACBuy) as allowed by Texas Local Government Code, Section 271.102, Cooperative Purchasing Program. Bids were taken by the Cooperative and a contract was awarded to Consolidated Traffic Controls, Inc. The Public Works Department staff reviewed the contract for specification compliance and pricing and determined that the contract would provide the best product and pricing for meeting the needs of the City. The Cooperative Purchasing Agreement satisfies all bidding requirements under the Texas Local Government Code. As part of the 2011-2012 Quality of Life budget, the City Council authorized $285,500.00 on May 1, 2012 for the implementation of the first phase of a traffic signal pre-emption system. This system includes equipment installed on the traffic signal and designated emergency vehicles. The system allows the emergency vehicle driver to pre-empt the traffic signal when responding to a priority call. Pre-emption forces the traffic signal to change quickly to provide a green indication for the direction of approach for the emergency vehicle, stopping conflicting traffic and allowing traffic in front of the emergency vehicle room to clear a path. Phase 1 included 28 intersections and 16 Fire Department vehicles. The 2012-2013 Quality of Life budget included an additional $499,000.00 to implement Phase 2 of this project, which includes 38 intersections and 35 Police Department vehicles. If approved, most of the work will be completed during this fiscal year, with some intersection installations delayed until the City resumes responsibility for their maintenance following TxDOT roadway construction projects. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS,AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO PURCHASE TRAFFIC SIGNAL EMERGENCY VEHICLE PRE-EMPTION EQUIPMENT THROUGH AN ESTABLISHED INTERLOCAL PARTICIPATION AGREEMENT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Section 271.102 to enter into a cooperative purchasing program agreement with other qualified entities in the State of Texas; and WHEREAS, the Local Government Purchasing Cooperative (HGACBuy) is a qualified purchasing cooperative program as authorized by Section 271.102 of the Texas Local Government Code; and WHEREAS,the City of Grapevine,Texas, has established an Intedocal Participation Agreement with the Local Government Purchasing Cooperative (HGACBuy) and wishes to utilize established contracts meeting all State of Texas bidding requirements; and WHEREAS, the Local Government Purchasing Cooperative (HGACBuy) has established a contract with Consolidated Traffic Controls, Inc. under contract number PE05-11 for Traffic Control, Enforcement & Signal Pre-emption Equipment; and WHEREAS, the City of Grapevine, Texas has a need to purchase traffic signal emergency vehicle pre-emption equipment for the Fire, Police and Public Works Department. NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the purchase with Consolidated Traffic Controls, Inc. for this equipment under Phase 2 of this project through an Interlocal Participation Agreement with the Local Government Purchasing Cooperative (HGACBuy) for up to $499,000.00. The initial purchase will be for $422,641.00. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to consummate the purchase of said products and services. Section 4. That this resolution shall take effect from and after the date of its passage.
