BACKGROUND: Certificate of Appropriateness application #CA17-41 was submitted on March 22, 2017 by the applicant Dan Proctor for construction of a new addition to the original Higgins-Hilliard house c. 1946 and a new detached two-car garage. The 1050 square foot minimal traditional style house is rectangular in plan with a projecting front porch. This house was identified in 1998 by the Texas Historical Commission as a contributing structure to the College Heights Neighborhood of the Historic Grapevine Township District. The house is not landmarked. Plans for the new addition and outbuilding were developed to follow the updated 2013-23 updates to the Preservation ordinance for non-landmarked buildings. The existing house contains 1,056 square feet. The front half of the original house would receive a new 2-story addition to the rear of the house. The existing house combined with the new addition would contain 3,400 square feet of living area which is the maximum square feet allowed by the Preservation Ordinance. A new 2-car 498 square foot detached garage would be constructed to the rear. The cabana shown on the site plan is not a part of this application since no plans for the structure have been submitted for approval. The lot size is 21,000 square feet and the building coverage is 18.5% which is less than the maximum coverage of 40%.
