The applicant was requesting a conditional use permit amend the previously approved site plan of CU 17-05 (Ord. 2017-23) for a master site development plan, specifically to add a fourth floor to the previously approved three story office structure. After a brief discussion, Darlene Freed to approve conditional use application CUl 8-23. Scoff Williams seconded the motion, which prevailed by the following vote: Ayes: Oliver, Freed and Williams Nays: None CONDITIONAL USE APPLICATION CU 18-24 — GLASS CACTUS First for the Committee to consider was conditional use application CU18-24 for property located at 1501 Gaylord Trail #4 and platted as Lot 1, Opryland. The applicant was requesting a conditional use permit amend the previously approved site plan of CU04-04 (Ord. 2004-17) for a planned commercial center with the possession, storage, 030718 SITE PLAN REVIEW COMMITTEE OCTOBER 3, 2018 retail sale, and on-premise consumption of alcoholic beverages (beer, wine and mixed beverages) in conjunction with a hotel and conference center, specifically to enclose 1,716 square feet of the existing patio and add 2,449 square to the outdoor patio. After a brief discussion, Darlene Freed to approve conditional use application CU18-24. DIRECTOR, DEVELOPMENT SERVICES DATE: NOVEMBER 7, 2018 SUBJECT: CONDITIONAL USE REQUEST CU18-26; SILVERLAKE CROSSINGS, HILTON GARDEN INN RECOMMENDATION Staff recommends the Site Plan Review Committee consider the proposed changes to conditional use request CU16-23 and planned development overlay, PD16-08 approved at the September 20, 2016 meeting for a planned commercial center in conjunction with a 300 room co-branded hotel, specifically to allow for slight modifications to the building footprint, and building material changes, and take any other action necessary. BACKGROUND INFORMATION The subject property received a conditional use permit at Council's September 20, 2016 meeting which allowed for a 150-room expansion to the existing co-branded hotel (TownePlace Suites/Marriott Courtyard) adding a third brand (Hilton-Garden Inn) to the property for a total of 450 rooms. At that same meeting, a conditional use permit was approved on the property immediately to the north for a 300-room Renaissance Hotel. At a subsequent meeting on April 18, 2017 a conditional use permit was approved (CU17-05) which established a master site development plan on the entire 50+ acres of the Silver Lake Crossings Addition which included a 371-unit multifamily complex, and a 55,500 s.f., three story, multi-tenant office structure that also incorporated the two previously approved hotel projects. At the Site Plan Review Committee's October meeting, a revision to the master site development plan was approved relative to the addition of a fourth floor to office building component that was previously approved as part of original submittal in April 2017. With this request the applicant intends to make some minor building articulation changes to the previously approved Hilton-Garden Inn component of the tri-branded hotel. The overall building footprint will be slightly reduced from 28,019 s.f. to 26,051 s.f. (-1,968 s.f.) along with a slight reduction in the meeting space component from 5,000 s.f. to 4,105 s.f. (-895 s.f.). The applicant also proposes the addition of a temporary, 158 off-site parking area to the immediate north of the subject property to provide necessary parking during the construction of the hotel addition. Ground floor:We are maintaining the existing porte cochere at the conference center in lieu of a new porte cochere and expanded breakout room per the previous submittal.The meeting room square footage has been reduced to 4,105.There have been minor changes to the building footprint. 2. Floors 2-6:There have been minor changes to the building footprint.We have maintained the same number ofguestrooms, 150. 3. Exterior elevations:The elevations were updated to coordinate with the minor changes to the building footprint. EIFS is indicated in lieu of stucco.The profile for the highest parapet,Parapet C,was modified per the current Hilton prototype. 4. Site Plan adjustments: a. Addition of off-site temporary asphalt parking for 158 parking spaces. This was added due to the adjustment of the building footprint and site plan adjustments to meet code. The original request contemplated the renaissance project and associated garage occurring at the same time,due to additional approvals of the brand the Renaissance Hotel will lag slightly behind the Hilton Garden Inn project. We anticipate the temporary parking to be valid for no more than 2 years post completion of construction of Hilton Garden Inn. b. Building Length adjusted,which required property line adjustments to meet open space. c. Parking Layout adjustments to accommodate new building d. Adjustment of main eastern driveway into hotel parking lot. The applicant was requesting a conditional use permit amend the previously approved site plan of CU16-23 and planned development overlay, PD16-08 for a planned commercial center in conjunction with a 300 room co-branded hotel, specifically to allow for slight modifications to the building footprint, and building material changes. The applicant also proposed the addition of a temporary, 158 off-site parking area to the immediate north of the subject property to provide necessary parking during the construction of the hotel addition After a brief discussion, Darlene Freed to approve conditional use application CU18-26 with the condition that the temporary parking shall be removed within one year of the completion of the Hilton Garden Inn.
