Grapevine City Council
Attention: Mayor Wm. D. Tate
Grapevine City Council members
Reference: LEASE (S) TO NON -STATE GOVERNMENTAL AGENCIES
FOR PUBLIC PARK AND RECREATIONAL PURPOSES
Honorable Ladies and Gentlemen:
We as your constituents, wish to ask you to include and honor the Life Time Golden Age
Passports purchased by Seniors (62+) and the Golden Access Passports issued to fully
disabled individuals for the Federally owned recreational land around Grapevine Lake.
In the Public Parks and Recreation Facilities Land Lease(s) now in discussion with the
Fort Worth District, US Army Corps of Engineers (COE) for Non -State Governmental
Agencies. The COE, in preparing the Leases have incorporated only selective Sections
from Title 16, United States Code and apparently and intentional omitted other Sections,
Dealing with Seniors and the Disabled Citizens. This serves to modify Title 16 and the
mandates of the US Congre ss and Senate. To avoid probable future litigation costs and
confusion to the GOLDEN AGE PASSPORT (Age 62+) and GOLDEN ACCESS
PASSPORT holders, the General Public and Non -Government Agencies we ask that the
full authority of Title 16, United States Code, be incorporated in all Lease(s) approved
and signed by the CITY OF GRAPEVINE.
We look forward to your review, action and response to our petition and requests.
Please refer to the attached petitions, draft leases and legal opinions.
Thank you,
J. Guy McCracken, PE (RETIRED)
