HomeMy WebLinkAboutItem 01 - Nets Federal and State Fundingt 0 MEMORANDUM CITY OF GRAPEVINE TEXAS TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY ;41 DATE: MARCH 4, 2003 SUBJECT: CURRENT STATUS OF NETS OPERATIONS NETS is currently operating with three funding sources. The largest funding source, which accounts for 50% of the revenues, is from a Federal grant. The local matches account for roughly 35% and the State match is about 15%. In 2002 there were 34 unduplicated riders from Grapevine that used the NETS system for 1,031 trips. There are 5,429 Grapevine residents that are eligible to use NETS based on the population over 65 and/or disabled. The ridership numbers, as they now stand, are a function of the manner in which the system operates. NETS owns nine vans, on any given day we are able to count on only three to five of them operating. This is the result of poor vehicle choices ,in the early 1990's and only one additional vehicle being purchased in the last three years. In addition, the routing and scheduling of the pick-up and drop-off service is being done with paper and pencil. We are currently in the process of applying to NCTCOG and the Federal government through Congresswoman Granger for capital items, including new heavy-duty vans and computer software and hardware for routing. The NETS Board is working with a consultant to develop a plan for the service as well as the development of a request for proposal for a service provider. It is the goal of the Board to finish its first year with a service contract for NETS that will bring about improved efficiencies for the service. The availability of funds for new vans and routing software will improve NETS position when the requests for proposals are sent out to potential service providers. Focus groups conducted by the consultant indicate that the main issue facing the service is reliability. New vehicles and routing software will also improve the service's reliability. The transportation consultant estimates that with only modest improvements to the reliability of the system Grapevine alone could have as many as 154 unduplicated riders on the system in 2005. The consultant's work will be finished in April and I will provide Council with a copy as soon as it is available.
