Grapevine, Texas 76099 December 16, 2001 JAN o 9 2002 PLANNING I received my fust letter from Mr. Gardea in June of 2000. At that time, I called Mr. Gardea and expressed my concerns as to how the proposals would affect my property at 204 W. Dallas Rd It was not a very satisfactory conversation and his only suggestion to me was that I should attend the meeting scheduled for June 14, 2000. Mr. Gardea did not tell me that my property could be left out of the proposal if I opposed it being included in the Historical District Mr. Jim Massey, one of the property owners on Dallas Rd affected by the Historical District proposals, called the first week in December, 2001. He wanted to know if I was in favor of my properly being included in the Historical District. I assured. Mr. Massey that I was not in favor of it as I ria not feel my property has any historical significance. Mr. Massey wanted to know if I would attend a meeting with the Commission if he could get one scheduled. He called again and advised that Mr. Russell Anderson, another affected property owner, had set up a meeting for us on December I Vh with Mr. Gardea, Mr. Massey, Mr. Anderson, and my husband and I attended that meeting. It was very enlightening in several ways. First, although. Mr. Massey has attended the scheduled meetings of the Historical Commission, it has been to no avail. Secondly, Mr. Gardea told Mr. Massey last year that if he did not want his propperty included, that they would block it out of the Historical District. Thirdly, Mr. Gardea has since told Mr. Massey that he cannot block out any of the properties as per the Commission's instructions. At our meeting, I expressed to Mr. Gardea that I failed to see any historical significance to our properties. It seems to me, the Commission could draw their line along the railroad excluding our properties on Dallas Rd. If a property owner on Dallas Rd desires to be included in the Historical District, then their property could be included As a result of Dallas Rd being widened, my property has been reduced in size to such a degree that it is impossible to improve the property without going through a variance process. About seven years ago, we were considering making some major improvements to the building. We hired a consultant to help us with all the nary requirements. After a couple of meetings with someone with the City involved in this process, he was told we would be wasting our time and money to pursue getting a variance permit I am only telling you of this experience so that you can understand why further restrictions would be a hardship. My property was a small church that had been disband when my Father purchased it approximately 36 years ago. Major changes were made to the structure to convert it to a sheet metal shop with living quarters in the rear or Sunday School area. If the building was still basically the same and had become a retail business of some type such as an antique store, I could see how it would warrant being a part of the Historical District. But with all the changes made to the building and being in an industrial area, I just can't see any advantage to being included in the Historical District. Mr. Gardea advised us in our meeting that any decisions concerning the proposed Historical District were up to the City Council. Therefore, I am sending this letter to each of the Council members for their consideration. I sincerely hope each of you will consider the property owners' desires for their properties when you make your decision as to allowing certain properties to be excluded from the proposed Historical District.
