Kris Fagala a local business owner with offices in Grapevine, purchased the property at
621 N. Main Street On April 19,2002 from Aaron and Amy Tate.
Owner's position regarding Historic Landmark Designation of 621 N. Main Street:
The Owner is opposed to the property receiving a Historic Landmark Designation.
The following is the basis of Owners position:
621 N. Main at the corner of N.Main and Wildwood Ct. was purchased on April 19th. On
March 18, a month prior to purchase, consultation with city staff confirmed that the property was
not being considered for historic landmark designation and confirmed the property to be in a
Medium Density Residential (R-3.75) District on the city's Master Plan. In keeping with the
Master Plan, Owner proposes to build two 3-plex units on the .685 acre tract. After much
discussion and examination of zoning ordinances with Development Services Staff on May 2-3,
staff represented that the proposed use was a viable use of the property. Of course, the Owner
understood that zoning and platting for the property would have to be approved by P&Z and City
Council after applications were made. It was not until after application was made on May 6th,
that the owner was asked to meet with Development Services Staff on May 16th to discuss staff
interest in recommending the property for Historic Landmark Designation (nearly 2 months after
the March 18th consultation and one month after the purchase).
Current (Tarrant County Appraisal District) tax records indicate that the house was built
in 1953. The property is not included in the survey of properties used by the Historic
Preservation Commission to identify and prioritize properties for consideration. When informed
that the city would research the property regarding historic significance, owner began research on
the property as well. The Assessor's Abstract of Rural Property records, sited in the city's
research, indicates that a 30 X 40 five room house was built on acreage in 1920. The existing
house is a 25X45 six room structure. Examination of the building shows that addition of
asbestos siding, a rear porch converted to a utility room, and removal of original features of the
building is apparent. Therefor, whether the existing house was in fact built in 1920 is not clear.
The out buildings are built of entirely different materials than those used to build the house,
including particle board siding used to create enclosures and concrete slab foundation. You have
the research from the city staff, you are aware that the Historic Preservation Commission
recommended inclusion of this property in a Historic District with a 3 to 4 vote.
From the outset it has been the desire of the owner to enhance the appearance of North
Main by constructing buildings with the appearance of historic homes in North Grapevine, not
unlike the Beckett Home which burned in the late 1970's. The Owner/Builder would like to work
with the city to accomplish their goals as we accomplish ours. To this end owner would welcome
donating the existing building to the historic district in Grapevine, providing markers
commemorating Withrows and Langleys, preserving the windmill,etc.The Owner's proposal
includes all of these without historic landmark designation on the property.
Owner requests that the council vote to not approve 621 N. Main for Historic Landmark
