This letter confirms on November 19, 2018 the Historic Preservation Staff approved with
conditions #CA18-128 for the property addressed 214 East College Street, legally described
as Block: 15, Lot: 3 & 4B, Grapevine, City of, GV to the Grapevine Historic Preservation
Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended, for the
following:
1. Remove grey stone pillar enclosures on front porch and reconstruct original
porch columns with bases to match historic photograph;
2. Repair and replace approved damaged windows;
3. Remove interior brick chimney and construct a new exterior replica chimney at
the roof line of the house using veneer brick;
4. Remove the non -original cupola addition from front dormer roof,
5. Replace the large "Pegasus" window with three new wood windows, to match
original appearance of the dormer. as per the historic photograph;
6. Repair the exterior siding and trim and repaint the exterior of the house with
the following paint scheme:
a. Front door: Sherwin Williams #SW 7586 "Stolen Kiss";
b. Body of House: Sherwin Williams #SW 2832 " Colonial Revival Gray;
c. House Trim: Sherwin Williams #SW 2819 "Downing Slate";
d. Accent: Sherwin Williams #SW 7005 Pure White.

as per the attached plans with the condition a permit is obtained from the Building
Department.

Upon the Approval of a Certificate of Appropriateness MCA) NO work Is to begin until:

Department, Inspector have met with a mutual understanding of the Historic Preservation
Ordinance as applied to this property. (Otrd. No. 2013-23, § 2, 64-13).
Sec. 12. - Penal les. any person violating any of the provisions of this ordinance shall
be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in a sum
not to exceed $2,000.00 and a separate offense shall be deemed committed upon each
day during or on which a violation occurs or continues.
Please note:
This documented meeting is to aid in Grapevine's historic properties construction process
to preclude any construction errors or misinterpretations and Is not intended to be a
comprehensive list of all Historic Preservation Ordinance requirements
1. A pre-oonstnic tion meeting -shall be held with the 1) Property Owner, 2) Contractor, 3)
Historic Preservation Officer and 4) Building Department Inspector to review the Historic
Preservation Ordinance and the requirements of the Approved Certificate of
Appropriateness. A copy of the signed Historic Preservation Officer's notes from the
meeting are a part of this document and must be attached*. Signatures certifying this
meeting are required below.
2.-AddMonal Certificates of Appropriateness may be required for a Landmarked Property
for exterior work as established in the initial Certificate of Appropriateness. This includes
all exterior finishes, paint color selection, exterior lighting fixtures, doors and door
hardware, windows, porch posts and railings, etc. In most cases, additional #CA's are
required beyond the first approved #CA for the structure itself.
3. After the meeting, no changes from the approved #CA are to be made to the building
or site without submitting revised plans for approval by requesting an addiiional
Cerf3ficate(s) of Appropriateness. Such changes would include siding removal,
alterations to exterior walls, door and window framing, replacing entry and garage doors
and hardware, windows or changing any building detail not specified on Historic
Preservatlon Approved plans.

4. It is the contractor's responsibility for any exiating preservation materiels removed to
be stoned, std and kept safe at all tunes until reams.
5. The contractor named on this document will be held responslbie to notify aft In his
employ, to Include sub -contractors and tradesmen, of red lined items on the plans with -
any approved changes.
6. Any proposed changes to Historic Preservation Commission approved plans, must
return before the Commission, at a regular meeting, for approval. Allow 42.83 days for
this process. Contact the Historic Preservation Department to determine applicability.
City of Grapevine business hours are Monday through Friday, 8 a.m. - 5 p.m.
The required pre -construction meeting will be scheduled as giddy as possible followng
the property owner's cap to the Historic Preservatlon Office, 636 South Main Street,
817-410-8197 or 817.410.3185. This meeting is required beforag any work, dean up,
demolition or changes are -made to the property listed above.

Neal Cooper walked through the planned interior floorplan to be an Open reception area in the
northeast quadrant to the left of the entry; a central staircase surrounded by planned office and
conference rooms; with a kitchenette and restrooms in the rear southwest corner; and with the second
floor as more office and conference room area. Historic Preservation Officer (HPO) David Klempin noted
the interior framing on all exterior walls and around windows to strengthen the structure for lifting and
leveling and exterior work on the collapsed front porch and bowed dormer. Mr. Cooper said it required
four months of interior framing.
Mr. Cooper said they had lost nine (9) of the wavy glass windows during the lift move, saying they had
been glued and nailed shut; City of Grapevine Development Services Building Inspector Hans Strayer
noted existing windows in a business could be "fixed" in place as long as proper egress was in place.
Mr. Cooper discussed disassembling the historic window framing to restore and replacing with new
window sashes to be milled. He presented his estimates of all new windows pricing compared to the
cost of restoring the original windows. HPO Klempin said some were painted shut and perhaps some
were damaged beyond restoration, Mr. Cooper was concerned with the consistency between the
restored originals and new windows.
HPO Klempin noted the leveling and interior framing bringing the structure back into square was an
improvement; the siding and windows would need to meet the Secretary of Interior Standards.
He said any whole window replacement would need to go back before the Historic Preservation
Commission at the July 24, 2019 meeting. He asked for 1) each window group to be photographed for
existing condition and cataloged; 2) then meeting again with Neal Cooper and Jason Drew at Historic
Preservation Offices; followed up with a third site meeting with HPC staff and Commission at 214 East
College to clarify for recommendation of window maintenance meeting the Standards.
