Letter of Opposition to Final Plat of Lots 32R1 and 33R,
Block 2, Hidden Lake Estates Phase Two
Dear Council & Commission Members.
I am writing in opposition to the replatting of Lot 32R of Hidden Lake Estates into two properties
because such a division would be of detriment to my property and the neighborhood. There are
several reasons for my opposition, among them are; property value, loss of the natural spring, loss
of large trees, and feasibility of development.
My property is Lot 31R, which is adjacent to Lot 32R to the East. I feel strongly that the creation
of a smaller lot 32R1 next to my property which would later be developed by filling in a natural
spring and cutting down a number of large trees would certainly lower the desirability of my
property from the status quo. When my family and I negotiated the purchase of our property for
the construction of our home, the natural features of both my property and the surrounding
properties were all considerations. Had Lot 32R been divided as is being proposed with the
certain eventuality of the trees being clear-cut, we most probably would not have made an offer
on our land. If the proposed re -plat is accepted the market value of my property will go down.
Among the features of part of my lot and almost all of the back half of the proposed Lot 32R1 is
an artesian spring that feeds fresh groundwater to the creek and private lake that are part of the
neighborhood. Although the rear of both of our properties is slightly marshy from the spring, the
creek is kept from stagnating by the constant flow of clean water. If two homes are built on what
is now Lot 32R, this spring will have to be filled in to accommodate the construction.
The most prominent element of Lot 32R is the beautiful hardwood trees. Although the
construction of a home on this lot as it is currently platted would require the removal of some
trees, the development of the property for two homes would require the area to be almost (if not
totally) clear-cut. Among the trees that would be destroyed are two old growth oak trees, each
more than 2 feet in diameter. Although these trees may not be designated as Historic Trees per
the Grapevine Tree Preservation Ordinance, they are certainly historic by virtue of their age, size,
and value to the adjacent property owners and the community. If Lot 32R is subdivided, these
trees would have to be destroyed.
The final point of opposition involves the feasibility and practicality of developing Lot 32R for
the construction of two homes. As a contractor myself, I acknowledge that this is a possible feat
(albeit an expensive one). But I am concerned that the result of leveling this property (even for
split-level structures) could adversely effect the drainage of my property, or cause increased
drainage toward my property. Without the Council and Commission exploring the method of
development and a preliminary study of the proposed final grade, it would be irresponsible to
allow the lot to be re -platted (even if the property was first platted that way by the initial
developer). Besides disturbing the natural features of the property, the eventual construction
could be disruptive or destructive to my property. Although the construction of even one building
on this lot would be a challenge, there are a number of ways it could be done with no impact to
my property and very little impact to the natural attributes of the lot.
Although I welcome the improvement of Lot 32R (as does the rest of the neighborhood), I feel
that the proposed re -plat would not be in the best interest of Hidden Lake Estates or the rest of the
community. My family and I plan to begin construction of our home early next year and I would
love to see another house being built at the same time next door. However, two other houses
being built 12 feet from each other was not something that I was anticipating, and would
definitely not be something to look forward to.

We the undersigned, being owners of real properties immediately adjoining Lot 32R, Block 2,
Hidden Lake Estates Phase Two and extending 200 feet from the area, but within the Hidden
Lake Estates subdivision, oppose the division of Lot 32R into separate platted lots. We believe
that such a division would adversely impact the value of our properties, the aesthetic quality of
our neighborhood, and the natural features of the subdivision.

Hidden Lake Subdivision
For over 50 years I have been building houses; several in St. Louis, Mo., three in Big
Bear, Ca.., several in Lake Tahoe, Ca., and two in Rockwall, Texas. I have always been
for saving as many trees as possible and building under very stringent rules from all the
above states and counties; which included earthquake, drainage and tree rules.
All I am requesting is that the lot 33R be returned to the original plat of lot 32 and 33. As
in your packet of information you can see that in the original plat the two lots would be
conforming to the existing lots in the community. You can also notice that I will be able
to save a total of 4 trees, if this replat is approved. The minimum square footage required
from the Hidden Lakes Homeowners Association in only 1800 square feet. Refer to my
enclosed footprint of both lots; I can accomplish this requirement with no question, as
there is aprox. 2,860 sq. ft. on Lot 32 and aprox. 2,950sq. ft. on lot 33.
The drainage from the Street to House to the Creek on both lots are as follows:
Lot 33 : Street is 590.0; Minimum finish floor is 584.0; Creek High water level
581.8

Lot 32: Street is 587.0; Minimum fmish floor is 581.0; Creek High-water level

I have also researched the adjoining lot 31 and lot 30. Originally these were two lots and
then plated into one lot and then back to two lots. I have also driven through the
neighborhood and do not notice many of the 100 -year-old trees that were saved.
