Dear City Council and Planning and Zoning Commission Members:
On Tuesday, February 15'h at 7:30 P.M., the City Council, and the Planning and
Zoning Commission will meet to determine if a request for a conditional use permit
for a retail gasoline service center located at the corner of Rall -Johnson and
William D. fate will be considered. I would ask that you reconsider the request and
deny the granting of this conditional use permit.
I am the Executive Director at Atria Grapevine, an Assisted Living Retirement
Community, located adjacent to the proposed property. Our Retirement
Community will provide Assisted Living Services for 90 residents. The average age
of our residents is about 82 years of age.
The reason for our request for denial pertains to safety, security and aesthetic issues
concerning our residents. The safety issues pertain to the increased traffic flow the
service station will create. The increased traffic flow will allow greater congestion
at the intersection itself and motorists will shortcut through our community to get
from Hall -Johnson to William D. Tate. The residents cross Rall -Johnson to shop.
They will be intimidated to cross the road due to the increased intersection
congestion. These safety issues are important to our residents.
The service center will be open 24 hours a day and 7 days a week. This could create
security issues in the area.
The service center is being built in a neighborhood setting. Atria Grapevine takes
great pride in blending into this neighborhood. A service center would not.
Thank you for your consideration. Atria Grapevine is home to our residents.
Compromising some of these issues will take away part of their independence.

days a week would increase traffic in our area and be hazardous for our elderly residents
who walk the grounds of Atria.

We would like to express our concern over recent decisions made by the City relative to development of
the area around the Saybrooke neighborhood.
The latest proposal is to put a gas station / convenience store at the corner of William D. Tate (121 access
road) and Hall Johnson Road. We are adamantly against this proposal. This proposal would add a high
level of gas fumes, traffic, noise, and light right next to a newly developed assisted -living center for the
elderly. In the last couple of months we have seen several elder men and women walking around that area
alone or with their pets. We don't think that they will be nearly as safe walking with a convenience store as
their neighbor. Even if their safety was not an issue, do you really think that another convenience store is
necessary to meet the needs of the community? There are no less than 6 other convenience stores within
1 mile of the proposed site.
The proposal for the convenience store comes on the heels of another poorly thought out decision to allow
an unsightly U -Haul storage center to be built on the access road to 121 a couple of blocks down the street.
My wife and I were dismayed as the structure climbed level by level until it rose to meet the view from our
house 2 blocks away. During the long and loud period of construction, we tried to find out about what was
being put there and did not receive the full story. Why were residents of the area not informed of what was
being built? Additionally, "the look" of the building with its white stucco walls and orange trim and big
black lettering is out of character for what the city of Grapevine should be looking to keep—its uniqueness,
and small-town, aesthetically pleasing structures.
Now is the time for you to redeem yourselves by strategically thinking of the implications of yet another
convenience store. If for no other reason, the fact that we, taxpayers and voters who live in the area, do not
want it, should be enough to turn down this proposal. Our neighbors and the neighborhood association
share in our concerns.

Dear Mr. Nelson,
US Restaurant properties has filed a Conditional Use Application to build a fast food
restaurant, car wash and convenience store which will sell beer and wine on the
undeveloped land at the above referenced location.
There appears to be unanimous opposition from nearby homeowners in preventing
the development of this large complex:
* We oppose the noise, traffic and bright lights that this complex will bring to our arca.
o Speeding is already a problem on Hall Johnson—this will only add more speeders
going past our children?
r We live in the south part of Grapevine because we choose to live in an arca wbere
there are not strip shopping centers or gas station on every coiner!
♦ A corner beer store means beer cans get thrown into our woods on Hall Johnson_
♦ We already have many more gas stations and stores that sell beer than we need within
in a mile and a half of our homes.
♦ You may have seen the article in the Sunday Grapevine paper, where other citizens
voiced their negative comments about the proposed development.
This location is also down the street from Grapevine >llemcntary - bigger kids and
adults tend to buy beer and cigarettes for minors - why make it easier for them - lets
keep all that on the other side of the highway.
This development will not benefit the citizens of Grapevine. Please listen to your
Citizens!

As a resident of Grapevine for the past 12 years, I have seen the city grow from a country
town to a metropolitan suburb. I have been pleased with the city and the zoning
guidelines that controlled the growth and location of business' in the past. However, I
have learned of the proposed development of a convenience store and gas station by U.S.
Restaurant on Hall Johnson (opposite to Eckerds).
This does raise concerns for my neighborhood, the Saybrooke Addition. The request for
a conditional use permit for a retail gasoline service center with a convenience store if
approved, will only provide more opportunities for alcoholic beverages & tobacco to be
soldimmediately outside my neighborhood walls. In addition, there is an environmental
risk with underground gasoline storage units that may leak and spill gasoline into our
underground water tables and sewer systems. This is a risk that I am not willing to
expose my family and children to.
My neighborhood and the adjoining neighborhoods are more than adequately served by
the existing four convenience stores and gas stations between Hall Johnson and Glade on
SH121. This proposed business is unwarranted in a residential neighborhood and would
bring with it additional noise pollution, environmental and traffic hazards to our
neighborhood.
I am opposed to this land use permit and if approved, I will encourage the residents of my
neighborhood and community to boycott this facility. I ask that you listen to the
residents that will be affected by this land used permit approval and vote "NO" to the
request.

This letter concerns a request for a conditional use permit for a gasoline service
center and convenience store opposite Eckerds on Hall Johnson and SH 121. The
last thing needed in this part of the community is another gasoline station and
convenience store—we already have fire and these sufficiently take care of this area.
Of great concern to me, as I have said in a previous letter, is the health and well-
being of our community. As a nurse, I have seen that a hospital and a city have many
similarities, including the safety and health of all who enter their confines. Just as a
hospital has designated "clean" areas and designated "dirty" areas, a city is divided
into zones. The neighborhood zone is the 'clean" area of a city and for the safety and
well-being of 'its' people, the city should place a gasoline station (`dirty" area) a
distance from the neighborhood.
I am also concerned with the sale of alcoholic beverages next door to homes. I
realize that these beverages can be bought a short distance across the highway (and
they will be bought anywhere), but at least that is some distance away from homes.
Finally, in the timee of a drought when the city is asking its' citizens to conserve water,
it does not seem practical to build another car wash. We are doing our part and I
expect businesses and the city to do their part as well in the conservation of our
water.

I am a resident of the Saybrooke Subdivision and live with my family on the northeast corner of New
Haven and Westport Roads. We are located near the sight of a potential retail gasoline service center
located on the northeast corner of Hall -Johnson Road and Highway 121 Access Road for which a
conditional use permit is being sought. If approved, the service center would also contain a fast food
restaurant, car wash and would be able to sell, for off -premise consumption, alcoholic beverages.

Due to its close proximity to my family's home and our neighborhood, I believe the City Council should
decline the request for a conditional use permit for the proposed gasoline service center for the following
reasons:
1. The immediate area is already served by several retail gasoline service centers/convenience stores
and adding one more would contribute to the oversaturation of such businesses operating in our
area. There are also 3 large grocery stores in close proximity which are open 24 hours a day/7
days a week.
2. The plan for the proposed gasoline service center calls for automobile ingress and egress on the
drive constructed by the Atria Assisted Living Community off of Hall -Johnson Road. The drive is
currently used by Atria residents for going to the Eckerd across the street from the site of the
proposed service center and for coming into Saybrooke to take walks which we welcome because
it affords them the opportunity to get exercise in a currently quiet neighborhood. Thus the
development of the service station as planned increases the risk an Atria resident could be struck
and injured or killed by a car going into or coming out of the service station on the drive.
The noise and light pollution created by the sound of the car wash at the proposed service center,
particularly the dryers, and the center's illumination at night would be significant and disrupt the
"quiet" enjoyment of our home, neighborhood and the Atria community. Even to the point where
I believe it would adversely impact the value of homes in the area as well as Saybrooke's and
Atria's ability to attract new residents to live.
We currently experience an overabundance of trash, which we pick up regularly, particularly beer
cans, along Westport Road. Having a service station which sells alcoholic beverages for "off -
premise" consumption next door to Saybrooke and Atria would undoubtedly increase the
accumulation of beer cans and boxes and other trash by those individuals who elect to consume
their beverages "on -premise" or "near premise" despite laws to the contrary.
By declining the request for the conditional use permit, the city council would be sending a message to
developers of this kind of business, it is not their "manifest destiny" to erect a gasoline service center on
every corner of a highway access road in Grapevine. This is not Irving or Arlington. Also, declining the
conditional use permit would help ensure the safety and wellbeing of Atria residents who use the drive into
their community off of Hall -Johnson Road for pedestrian purposes. Finally, declining the request for the
conditional use permit would ensure the neighborhood feel/value of homes in Saybrooke and other
residential property in the surrounding area, including Atria, are preserved while increasing their potential
for appreciation and attracting new residents by keeping noise, light and trash to a minimum.
Please do the right thing and vote no on February 15'h to the requested conditional use permit for the
proposed development of the gasoline service center.

Dear Development Services Department;
Please do not approve the conditional use permit for the above referenced land parcel
because we do not believe all of the pertinent issues have been considered. Fust of all,
the proposed business of beer -wine selling convenience store, fast food restaurant and gas
station is the worst of all possible combinations that could have been conceived for that
location. What is being proposed at Hall -Johnson and 121 is a duplication of the
ChevronWcDonalds at Main Street and 121. This parcel of land is not surrounded by an
industrial or office park. It is right next to the Saybrooke Neighborhood and the Atria
Assisted Living Center. The light pollution, noise pollution, fast food smell and litter are
some of the issues that need to be considered before locating a business so close to
residential areas.
We already have to contend with the big blue Eckerds pole sign and their parking lot
lights all night. A gas station would generate even more light as evidenced by the
Chevron station on the other side of 121 on Hall-Jobnson. You need sunglasses to look
at the place at night. Saybrooke would not need street lights and the Atria wouldn't have
to light its' parking lot if the Chevron was ou this side of 121. The light pollution would
significantly detract from the quality of life at the Atria and in Saybrooke.
The gas station segment of the business also plans to include a car wash. The dryer
blowers are very loud. Noises such as these are unavoidable and are to be expected
during normal business hours, however the car wash could be used all night since the
parcel is zoned for a 24/7 operation. In addition, the car engines starting, car doors
slamming and some horns honking would make a very real noise when most residents are
trying to sleep. The noise pollution brought about by this type of business would
significantly detract the quality of life at the Atria and in Saybrooke.
Although most people are good citizens and properly dispose of their trash, some are not
and they litter. The fast food segment of the business would generate litter, and given the
prevailing westerly winds, the litter would end up in the Saybrooke neighborhood. Also,
the smell of restaurant food cooking for twenty-four hours a day is not an appealing one.
We would like to enjoy the outdoors and the smell of flowers and freshly cut grass, not a
greasy burger, taco or pizza. The litter and fast food smell brought about by this type of
business would significantly detract the quality of life at the Atria and in Saybrooke.
The beer and wine sales are totally unnecessary. At Glade and 121 we have Hansom
Hanks, Halls, 7-11 and Albertson selling beer and wine. At Hall -Johnson and Glade we
have Hansom Hanks, Chevron and Tom Thumb selling beer and wine, and every
restaurant in between has a liquor license, in addition to an actual winery! We already
have to pick up our share of empty beer cans and bottles left over from the night before.
We do not need another beer and wine outlet.
The new business is bound to increase traffic on Hall -Johnson, thereby causing traffic
snarls that would back up to Westport, not to mention the Atria's access to Hall -Johnson.
The extremely short light on westbound Hall -Johnson would have to reset or the residents
of Atria, Saybrooke and the neighborhoods further down Hall -Johnson will suffer when
trying to access 121 during peak commute times.

It has come to my attention that a convenience store nas requestea a permit
to build and utilize the property located on Hall Johnson next to Eckerds
which is across from the sub division I live in (Saybrooke). (Hall Johnson
and 121 Highway)
Y believe this is one of the worst ways possible this land can or shoui ld be
utilized. Within a mile of Saybrooke sub -division there already exists five
such stores. At the comer of Hall Johnson and 121 Highway, two
convenience stores are already in place and at the corner of Glade Road and
121 Highway there are three such stores. There is NO need for any more
stores of this nature. The market is already "flooded".
Along with the fact that this type of business is not needed, there alio is the
safety issue for the children that live in Saybrooke. A business of this nature
has a lot of traffic coming and going at all times of the night and add on the
sale of liquor, we now have a serious safety issue for our children. 'At least
with the other stores at Hall Johnson and 121 Highway, there are ng; homes
with children right across the street. This situation does exist for u$. Our
children need to be able to feel safe when they go to school or just want to
ride their bicycles.
The area in which I live in is growing and expanding very quickly and it
worries me that the homeowners and their families are not considered in all
of this expansion. We have yet another restaurant being built behiAd
Eckerds (at least the traffic will be on the access road) and now we'are faced
with another convenience store. I truly believe that this is not in thO best
interest of the homeowners of Saybrooke but in the interest of selegt
individuals to capitalize on the growth of our area of Grapevine.
I ask you to consider the families and safety for the children when the issue
for the conditional use permit is being considered for this property.;

We are writing to voice our strong opposition to the proposed development of a gas
station/convenience store/restaurant/car wash on the comer of Hall Johnson and highway
121- We are opposed as residents of the neighborhood Saybrooke that is behind the
proposed development and also as a resident who has a father living in the Atria Assisted
Living Facility. We are opposed to the development for the following reasons:
We currently have all the choices we need for convenience stores since
there are five in the immediate area.
The increased traffic that kind of development would attract would be detrimental
for our neighborhood and Atria.
There is no buffer between the development and the neighborhood.
The lighting from the building would create a big disturbance for those houses
closest to West Port Dr.
The sales of beer and wine that close to a residential neighborhood_ Our area
teenagers don't need yet another place to try and purchase alcohol.
The risk of intrusion from customers to both the residents of Saybrooke and Atria
because of the late hours of such a development.
The site is better suited for something like a medical or dental office, day care,
bagel shop, real estate office, dry cleaners, etc.
We want the Planning & Zoning Commission and the City Council to reject the request
for this development. Our city can afford to be and should be more selective in what and
where we allow future development.

Dear Sir/Madam,
This letter is in reference to the proposed request for a conditional use permit for
a retail gasoline service center with a convenience store, a fast food restaurant,
car wash and the possession, storage, retail sale and off -premise consumption of
alcoholic beverages; which has been made to the City Council and the Planning
and Zoning Commission of Grapevine. The property is located at Hall -Johnson
and 121 across from Eckerds. My husband and I are strongly opposed to this
request.
We chose to move to Grapevine from Irving, to escape the strip development and
signage problems occurring in Irving along Hwy 183. We were so impressed
with the home developments and surrounding areas that we chose to move here
over Southlake, Colleyville and any of the other surrounding suburbs. Grapevine
is one of the few towns that have beautiful trees left standing and many park -like
areas. If the city decides to go against original zoning/permit plans, then this will
have a direct negative impact on our children's quality of life. With the
introduction of a noisy bustling business that sells alcohol will have a direct
negative impact on our homes, the quality of life we sought after and Grapevine
Elementary School located just down the street. Let me also remind you that a
very important place is located right behind this proposed business which houses
our elderly. Think of the negative impact this will have on those people and that
business as well.
Please do not make the mistakes that Irving made so many years ago with their
poor planning! People are moving to this area because of the way the city had
intended to develop the land. Please let us keep our community beautiful
and free of unnecessary traffic, pollution, and signage.

It has been brought to our attention that a permit has been requested to put a
convenience store/gas station at the corner of ball Johnson and SH121. You maybe
unaware that this area is adjacent to a. neighborh(u)d. The five convenience stores
between Hall Johnson and Glade road serve our area nicely and we see no reason one
should be added this close to our neighborhood. This situation would only add to an
always increasing traffic problem. We also have a big problem with the sale of
alcohol so close to our neighborhood. We hope you will consider these things when

We wish to protest the proposed development of a gas station and convenience store on Hall -
Johnson Road and S H 121. In particular we oppose the sale of alcoholic beverages at these
stores.
There are several stores of the type in the proposal already in business and they are enough to
serve the community. Building more stores of this type will lower the value of nearby homes
like mine.
We hope you will vote against the proposed development.

We believe the proposed business is out of character and unwarranted in a residential
neighborhood and would bring with it additional noise pollution and traffic hazards to our

Subject: Building across from Eckerds in Grapevine
Please be advised that I live in the Saybrook subdivision near 121 and
Hall -Johnson in Grapevine. I understand there has been a request for a
conditional use permit for a retail gasoline service center with a
convenience store, fast food restaurant, car wash and the possession,
storage, retail sale and off -premise consumption of alcoholic beverages, for
the property across from Eckerd and near the Atria in Grapevine. I am
strongly opposed to such a permit. This would hurt the values of our
properties. We already have several gas stations within a block or two of
this location, and the idea of alcoholic beverages being sold is even more
upsetting. That type of business isn't needed and shouldn't be built at that
location.

This letter is to express my concern of the proposed development on HallJohnson at Highway
121 of a Convenience ;Store, Gag Station, and Car Wash by TJ. S. Restaurant.
This area is more than°adequately served by the existing five convenience stores and
gas stations between Hall Johnson and Glade Road on State Highway 121.
The proposed business, with increased traffic, and the We of alcoholic beverages is inappropriate for the
close proximity to neighborhoods filled with young families and the proximity to the Grapevine
Elementary School anis City Pool, as well as the close proximity to the Atria Assisted Living Center.
We urge you to prohibit the development of this land in this manner.

As a resident of the Saybrooke subdivision, I vigorously oppose the above
referred to development. Sure, I have an ulterior reason. I'll probably be
living somewhere behind this convenience store and gas station. But, I
really have a greater concern. When I moved to Grapevine I looked
for a home all over the metroplex, but finally settled on Grapevine. I
felt it had some personality and some look of the "country." It appears
that you are willing to let Grapevine become another Plano, cutting trees
down and putting a service station on every corner. Please, we have
enough service stations. I realize this corner will eventually become
commercial but can't we allow something more pleasing to look at.

I am writing in regards to a proposed development of a convenience store and gas station
by U.S. Restaurant on Hall Johnson in south Grapevine.
I live in the Saybrooke subdivision and am concerned about the latest use of land in our
neighborhood. This neighborhood is more than adequately served by the existing five
convenience stores and gas stations between Hall Johnson and Glade on Highway 121.
The proposed business is out of character and unwarranted in a residential neighborhood
and would bring additional noise pollution and traffic hazards which are already out of
control in our community.
I have always enjoyed living in Grapevine and have moved here on two different
occasions. However, since I moved back here two years ago the poorly planned growth
and subsequent noise and traffic have made Grapevine undesirable except to the retail
and service industries. I can fully understand why people are moving to Southlake,
Flower Mound, and Keller.
Please take a moment to consider this request to deny this proposed development. This
type of uncontrolled growth is disturbing to neighborhood communities and the quality of
life that the Grapevine chamber of commerce always promotes. Thank you.

I would like to voice my disapproval to the planned Convenience Store/Gas Station at the
corner of Hall Johnson and Wm. D. Tate across from Eckard's. My family has lived in
the Saybrook subdivision for five years and we are becoming increasingly concerned
about the type of zoning being allowed that borders our subdivision. The new Uhaul
storage facility is a large structure that I can sere from my home. There are also plans for
a controversial two story office building adjacent to Calloway's that is in a beautiful
undeveloped area that I believe should remain so. This office building will sit higher
than the homes along North Port Court and will decrease the property values. Who wants
to view the backside of an office building when looking for a new home. I chose to build
a home here five years ago primarily because of the location and the ease with which to
get to many areas of the metroplex as well as the fact that I back up to Bear Creek
I am sending this letter to state my objection not only to the building ofthis office
complex but also the proposed gas station/convenience store. We already have
gas/convenience stores on the west side of Hall Johnson and Wm. D. Tate and I have a
hard time understanding the need for another. There are also three more of these
facilities on the corners of Glade Road.
I know these undeveloped areas are in high demand but believe we should limit zoning to
single story restaurants or single story medical facilities. There are few remaining
undeveloped areas that have a large number of trees and small wildlife in Grapevine and I
continue to wonder why we must fill these areas with businesses and homes. V&y Wit+
we leave some areas untouched by bulldozers and people? Since I have your attention, I
would like to voice my further objection to the eyesore that was left just north of the new
retirement home. I believe it was sold at one time because of the concrete and utilities
that we see and now it appears abandoned. The City should require the developer to
clean up this mess until such time that it is resold. Please do not allow another
gas/convenience store to be built in this area. I will be out of town on business next week
and wall be unable to attend the hearing on Feb. l 5d' but would like this tetter to serve as

this area is already over saturated by these types of businesses.
In fact five such businesses exist between Glade and Hall Johnson on SH 121, which
more than adequately serve the surrounding community. Of these, two are located within
300 feet of the proposed development and have patrons who have no problem driving to
them.
In addition I deeply feel that the proposed business is out of character and unwarranted in
a residential neighborhood and am extremely concerned of the effects of noise pollution,
artificial light pollution and traffic hazards which would arise from such a business.
You, the members of the Planning and Zoning Commission and the City Council are
privileged, en -trusted with the task of shaping and forming the character and future of
Grapevine, a city we all love and care about. So I ask you to please deny this motion, and
thus not sow the seeds of urban decay and prevent neighborhoods off SH 121 in
Grapevine becoming like the neighborhoods off SH 183 in Irving.
