Discussion with WGI, Inc. regarding parking in the CBD/Dallas Road in conjunction with the planning project for Transit Oriented development. BRIEFING SESSION 2. Planning and Zoning Commission to conduct a briefing session to discuss all items scheduled on tonight's agenda. No action will be taken. Each item will be considered during the Regular Session which immediately follows the Joint Public Hearings. JOINT MEETING WITH CITY COUNCIL: 7:30 p.m. - City Council Chambers 3. Invocation and Pledge of Allegiance: Commissioner Dennis Luers JOINT PUBLIC HEARING 4. Conditional Use Permit CU18-25 (Enclave II), Preliminary Plat of Lots 1 and 2, Block 1, Carter Addition and Final Plat of Lots 1 and 2, Block 1, Carter Addition — City Council and Planning and Zoning Commission to conduct a public hearing relative to an application submitted by IHS Real Estates Holdings LLC requesting a conditional use permit to, establish a Master Site Development Plan to include, but not be limited to the development of a co-branded hotel and a multi-family complex. The subject property is located at 2103 Anderson Gibson Road and is currently zoned "HCO" Hotel Corporate Office. THE PUBLIC HEARING AND CONSIDERATION OF THESE ITEMS ARE TABLED TO THE DECEMBER 18, 2018 JOINT MEETING. Planning and Zoning Commission to recess to Planning and Zoning Commission Conference Room, Second Floor, to consider published agenda items. REGULAR SESSION: 7:30 p.m. (Immediately following Joint Public Hearings) — Planning and Zoning Commission Conference Room NEW BUSINESS 4. Consider the minutes of the October 16, 2018 Regular Planning and Zoning Commission meeting. NOTE: Following the adjournment of the Planning and Zoning Commission meeting, a representative will present the recommendations of the Planning and Zoning Commission to the City Council for consideration in the City Council Chambers. BRIEFING SESSION ITEM 2. Chairman Oliver announced the Planning and Zoning Commission would conduct a work session relative to the following cases: CU18-25 ENCLAVEII Chairman Oliver closed the Briefing Session at 7:28 p.m. 112018 1 PLANNING & ZONING COMMISSION NOVEMBER 20, 2018 JOINT PUBLIC HEARINGS Mayor Tate called the meeting to order at 7:30 p.m. in the City Council Chambers. Items 3-4 of the Joint Public Hearings were held in the City Council Chambers. The Planning and Zoning Commission recessed to the Planning and Zoning Conference Room, Second Floor to consider published agenda items. PLANNING AND ZONING COMMISSION REGULAR SESSION CALL TO ORDER Chairman Oliver called the Planning and Zoning Commission deliberation session to order at 8:04 p.m. ITEM 4. CONDITIONAL USE APPLICATION CU18-25 ENCLAVE II First for the Commission to consider and make recommendation to City Council was conditional use application CU18-25 submitted by HIS Real Estates Holdings LLC for property located at 2103 Anderson Gibson Road and proposed to be platted as Lots 1- 2, Block 1, Carter Addition. The applicant requested to table conditional use CU18-25 and the final plat of Lots 1-2, Block 1, Carter Addition to the December 18, 2018 meeting. In the Commission's deliberation session, Dennis Luers moved to table conditional use application CU18-25 to the December 18, 2018 public hearing. B J Wilson seconded the motion, which prevailed by the following vote: Ayes: Oliver, Wilson, Fechter, Martin, Tiggelaar, Luers, and Rainwater Nays: None ITEM 5. CONSIDERATION OF MINUTES Next for the Commission to consider were the minutes of the October 16, 2018, Planning and Zoning Public Hearing. Dennis Luers moved to approve the October 16, 2018 Planning and Zoning Public Hearing minutes as written. Robert Rainwater seconded the motion, which prevailed by the following vote: Ayes: Oliver, Wilson, Fechter, Martin, Luers, and Rainwater Nays: None Abstain: Tiggelaar 112018 2 PLANNING & ZONING COMMISSION NOVEMBER 20, 2018 ADJOURNMENT With no further business to discuss, Jimmy Fechter moved to adjourn the meeting at 7:39 p.m. B J Wilson seconded the motion, which prevailed by the following vote: Ayes: Oliver, Wilson, Fechter, Martin, Tiggelaar, Luers and Rainwater Nays: None PASSED AND APPROVED BY THE PLANNING AND ZONING COMMISSION OF THE CITY OF GRAPEVINE, TEXAS ON THIS THE 18th DAY OF DECEMBER 2018.
