SUBJECT: APPROVAL FOR THE AWARD OF RFB 399-2013 FOR
OUTDOOR TENNIS AND BASKETBALL COURTS
REPLACEMENT AT HERITAGE PARK
RECOMMENDATION:
City Council to consider approval of the award of RFB 399-2013 for outdoor tennis and
basketball courts replacement at Heritage Park from Dobbs Tennis Courts, Inc.
FUNDING SOURCE:
Funds are available in account 174-74015-054-000 (Permanent Capital/Street
Maintenance Program/Park Maintenance Projects/Resurfacing) for the amount of
$109,724.
BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a). The bid was advertised in the Fort
Worth Star Telegram on January 10 and 17, 2013. The bid was opened publicly on
February 11, 2013 at 2:00 p.m.
Through the City E-Bid system, 396 vendors were invited to bid. Seven vendors
submitted bids. (See attached bid tabulation).
The bid allowed vendors to bid on two options. Line option #1 was for a turnkey project
to engineer, furnish, construct, demolish and removal of courts and line option #2 was to
engineer, furnish and construct without demo and removal.
Of the seven bids received, Manning Concrete is the lowest bidder meeting
specifications on line option #1 at $163,606.50. Dobbs Tennis Courts, Inc. is the lowest
responsible and responsive bidder meeting specifications on line option #2 at $109,724.
on review of the options bid, Parks and Recreation Department staff determined that
line option #2 meets the needs of the department.
as on the recommendation of several tennis court companies and engineers from
Fugro Consultants, Inc. it was determined that the existing courts could not be repaired

and must be rebuilt. Council approved the replacement of the tennis courts during the
budget process.
Staff recommends approval.
