SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF A
ROOF PREVENTATIVE MAINTENANCE PROGRAM

City Council to consider a resolution for the purchase of a roof preventative maintenance
program with Weatherproofing Technologies, Inc. through an established interlocal
agreement with The Cooperative Purchasing Network (TCPN).
FUNDING SOURCE:
Funding for this purchase is currently available in account 174-74004-012-000 (Capital
Replacement/ Miscellaneous Projects/Roof Program), 210-43350-340-01 (Lake
Enterprise Fund/Golf Course Pro Shop/Building Maintenance), 200-43350-530-2 (Utility
Enterprise Fund/Water Treatment Billing & Collections/Building Maintenance), in the
amount not to exceed $25,554.26.
BACKGROUND:
This purchase will be made in accordance with an existing interlocal agreement with The
Cooperative Purchasing Network (TCPN) as allowed by Texas Local Government Code,
Section 271.102. Cooperative Purchasing Program.
Bids were taken by the Cooperative and a contract was are to Weatherproofing
Technologies, Inc. The Facilities staff reviewed the contract for specification compliance
and pricing and determined that the contract would provide the best preventative
inspection and maintenance program and pricing for meeting the needs oft City. The
interlocai agreement satisfies all bidding requirements under Texas Local Government
Code.
This request will provide a preventative maintenance program to extend the life of the
roofs before a complete replacement is required. Roof services are completed on an as-
needed basis. A comprehensive roof program is designed to maximize the life of the
roof, decrease repair expenses, and accurately forecast capital needs for roof
replacements.

The preventative maintenance program will include initial inspection and evaluation to
identify maintenance, repair or replacement requirements. The program includes a
database reporting system allowing City to to accurately forecast and budget for
current and future repair and replacement needs. Under the current TCPN contract, the
cost oft preventative maintenance program is $0.10 per SF or $25,554.26/annually.
This cost will include roof inspections and evaluations to identify roof conditions and
continue the current preventative maintenance program.
Weatherproofing Technologies, Inc. has provided similar or to the City in the past with
satisfactory results.
Staff recommends approval.
