RECOMMENDATION
Staff recommends the Site Plan Review Committee consider the proposed changes to
Conditional Use Request CU96-23 (Ord. 1996-76) approved at the September 17, 1996
meeting to allow with the possession, storage, retail sale, and off -premise consumption
of alcoholic beverages (beer and wine only) in conjunction with a convenience store
with gasoline sales, a car wash with a pole sign and monument sign with more than
thirty percent changeable copy, specifically to revise the floor plan, revise the building
elevations and allow a pole sign and monument sign with more than thirty percent
changeable copy, and take any other action necessary.
BACKGROUND INFORMATION
The City Council at the September 17 ,1996 meeting approved Conditional Use
Request CU96-23 (Ord. 1996-76) to allow the possession, storage, retail sale, and off -
premises consumption of alcoholic beverages (beer and wine only) in conjunction with a
convenience store with gasoline sales, a car wash and a pole sign and monument sign
with more than thirty percent changeable copy. In addition to the car wash the plot plan
at the time included a drive through canopy attached to the north elevation of the
convenience store. The Site Plan Review Committee at the May 29, 2002 meeting
approved Conditional Use Request CU02-20 to allow for enclosing an existing drive
through canopy and convert it to an indoor storage area.
With this request the applicant proposes minor floor plan and minor exterior elevation
changes along with revisions to the existing monument and pole signs to accommodate
a new Murphy Express. The floor plan changes include reconfiguring the point of sale
area located adjacent to the front entry. The existing beer and wine cooler is proposed
to be reconfigured and a food service area is proposed to be converted to a
mechanical/electrical room. An existing car wash and indoor storage area, located at
the rear of the store adjacent to the north property line, are proposed to become an
indoor freezer and utility room/office. Proposed exterior elevation changes to the
convenience store include a new stone clad entry along the south elevation and new
aluminum fascia along the top of the of each elevation. The existing car wash entry/exit
adjacent to the north property line in the rear yard is proposed to closed off and
replaced with a matching brick exterior.

The following changes to the signs are proposed:
Existing pole sign:
• Height — 20 -feet
• Area — 48.60 -square feet
• Changeable copy — 40%
Proposed pole sign:
• Height — 20 -feet
• Area — 56.11 -square feet
• Changeable copy — 52%
Existing monument sign:
• Height — 8 -feet, 2 -inches
• Area — 47.89 -square feet
• Changeable copy — 42.5%
Proposed monument sign:
• Height — 7 -feet, 10 -inches
• Area — 68.44 -square feet
• Changeable copy — 70%
The building height remains at 15.33 -feet and the quantity of fuel pumps is unchanged
at twelve (12). The required parking is 27 -parking spaces; 31 are provided. No
additional changes are proposed to the subject site.

this the 6th day of February 2019, in the Planning and Zoning Conference Room, 200

NEW BUSINESS
CONDITIONAL USE APPLICATION CU19-05 — GRAPEVINE/COLLEYVILLE ISD
First for the Committee to consider was conditional use application CU19-05 for
property located at 3001 Ira E Woods Avenue and platted as Education Center No. 3,
Block 1, Lot 1A. The applicant was requesting a conditional use permit allow an
archway sign for Mustang -Panther Stadium.
The applicant proposed installing a two and one-half foot, 79.15 -square foot internally
illuminated archway sign attached to the brick columns above the home side arched
entrance of the stadium. The overall height of the sign when placed atop the entry
columns is 19 -feet.
After a brief discussion, Larry Oliver to approve conditional use application CU19-05.
Scott Williams seconded the motion, which prevailed by the following vote:
Ayes: Oliver and Williams
Nays: None

November 7, 2018 minutes.

After a brief discussion regarding changeable copy, Larry Oliver to approve conditional
use application CU19-04. Scott Williams seconded the motion, which prevailed by the
