SUBJECT: APPROVAL OF ENGINEERING SERVICES CONTRACT AMENDMENT
NUMBER 2 — WASTEWATER TREATMENT PLANT DEWATERING
AND AN APPROPRIATION ORDINANCE
RECOMMENDATION: City Council to consider Amendment No. 2 to the Engineering Services
Contract with Garver LLC. for additional evaluation and redesign of the
proposed Dewatering Improvements at the Grapevine Wastewater
Treatment Plant and an ordinance appropriating funds.
FUNDING SOURCE: Upon approval, funds in the estimated amount of $83,000 will be available
in the Utility Enterprise Capital Fund account 201-48940-534-000-170001-
2 (Dewatering Screw Press).
BACKGROUND: On November 7, 2017 the City Council authorized an engineering services
agreement with Garver LLC, to design a new dewatering screw press and
retain the existing belt filter press as an emergency backup. Dewatering is
a necessary treatment process to allow landfilling of generated solids.
During the design, it was concluded that the existing belt press could not
be accommodated in the building due to space constraints and was also in
need of replacement. To address these issues, a second dewatering
screw press was to be included in the project to replace the belt press. It
was also determined that due to the excessive holding times of the
wastewater within the Hilton force main, the waste was becoming
corrosive, highly acidic and was impacting the treatment and dewatering
process.
On July 3, 2018, Council approved a contract amendment No. 1 with
Garver LLC, for the design of the second screw dewatering screw press
and to provide analysis and recommendations for treating the effluent
wastewater from the Hilton Force Lift Station.
The design is 90% complete and staff has requested additional evaluation
of the polymer bulk storage and modifications of the sludge piping system.
Amendment No. 2 will provide these evaluations, recommendations, and
design in the amount of $83,000.
Staff expects to bring a construction contract to the City Council this
November for consideration with the project operational in December of
2019.
Staff recommends approval.
ORDINANCE NO. 2019-012
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE APPROPRIATION
OF AN ESTIMATED AMOUNT OF $83,000 IN THE UTILITY
ENTERPRISE CAPITAL FUND; DECLARING AN
EMERGENCY AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City Council of the City of Grapevine desires to install a dewatering
screw press at the Wastewater Treatment Plant; and
WHEREAS, funding for the design phase services for the dewatering improvements
is available in the Utility Enterprise Capital Fund; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
ordinance have been met, including but not limited to the Open Meetings Act and Chapter
211 of the Local Government Code; and
WHEREAS, the City Council deems the adoption of this ordinance to be in the best
interests of the health, safety, and welfare of the public.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council hereby authorizes an estimated amount of
83,000 be appropriated from the Utility Enterprise Capital Fund for the design services
associated with installation of a screw press at the W astewater Treatment Plant.
Section 3. That a copy of the revised FY 2018-2019 Capital Improvements Plan
budget document shall be kept on file in the office of the City Secretary and on the City of
Grapevine website.
Section 4. That the terms and provisions of this ordinance shall be deemed to be
severable, and that if the validity of any section, subsection, word, sentence or phrase shall
be held to be invalid, it shall not affect the remaining part of this ordinance.
Section 5. That the fact that the present ordinances and regulations of the City of
Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the inhabitants of the City of Grapevine, Texas, creates an
emergency for the immediate preservation of the public business, property, health, safety
and general welfare of the public which requires that this ordinance shall become effective
from and after the date of its final passage, and it is accordingly so ordained.
