This letter confirms on April 24, 2019 the Historic Preservation Commission approved with
conditions #CA19-27 for the property addressed 815 East Texas Street, legally described as
Block: 2 Lot: 15, D. E. Box Addition, Grapevine, City of, Grapevine, Texas. The following was
approved on this Certificate of Appropriateness. -

1. Construct a new 927 square foot addition to the rear of the original 1,539 square foot
1951 Ed and Dr. Edith Pewitt House;
2. Replace all existing aluminum windows in the house with new Ply Gem one -over
one, double pane aluminum windows;
3. Remove existing non-contributing storage sheds in northwest corner of rear yard;
4. Construct a new 500 square foot detached two -car garage in the rear yard of the
House with new driveway extension;
as per attached plans and specifications with the conditions the new addition be set back
18 inches at the point where the new structure joins the existing structure, to demarcate the
original house from the new addition; and a building permit is obtained from the Building
Department; and all exterior materials, finishes, paint colors, doors and hardware, windows
and exterior light fixtures are required to be approved on a separate Certificate(s) of
Appropriateness.
An approved Certificate of Appropriateness is not an approved Building Permit and a
permitis / is not required. Contact the City of Grapevine's Building Department at
817-410-3165 for fees and information regarding permits.

RECOMMENDATION:
Staff recommends the Historic Preservation Commission approve with conditions
Certificate of Appropriateness #CA19-27 for the property located at 815 East Texas
Street, legally described as Block 2, Lot 15, D. E. Box Addition, City of Grapevine, to the
Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of
Ordinances), as amended for the following items:
1. Construct a new 927 square foot addition to the rear of the original 1,539 square
foot 1951 Ed and Dr. Edith Pewitt House;
2. Replace all existing aluminum windows in the house with new Ply Gem one -over
one, double pane aluminum windows;
3. Remove existing non-contributing storage sheds in northwest corner of rear yard;

BACKGROUND:
Certificate of Appropriateness application #CA19-27 was submitted on March 27, 2019 by
the applicant, Amy Pham of True Blue Acquisitions, LLC, for construction of a new
addition to the rear of the house; replacement of all existing aluminum windows with new
aluminum windows and to construct a new two -car detached garage in the rear yard of the
house. The original house was constructed in 1950 for Ed and Dr. Edith Pewitt well-known
Grapevine area educators as their first Grapevine home. The minimal traditional house
has a simple rectangular plan. An original one car attached garage at the front of the
house to the left of the front door was previously enclosed as living area.

The proposed plans for the new addition and garage were developed by D & L Design
Development Services following Design Guidelines developed for the D. E. Box Addition
Historic District and the 2013-23 Historic Preservation Ordinance.
The total living area of the house with the addition would be 2,466 square feet which is
less than the 3,400 square feet permitted and the garage is 500 square feet, which is
allowed by Ordinance. The covered front porch of 182 square feet and new 81 square foot
outdoor deck are not included in the maximum square feet (as per the Preservation
Ordinance).
Staff review of the Secretary of Interior Standards for Rehabilitation of Historic Structures
Ten Criteria (attached) with regard to the property found the proposed work to be in
compliance except for item 9 New Additions: "The new work will be differentiated from the
old." On the east elevation, the new addition is not differentiated from the original house.
To remediate this discrepancy with the Secretary of Interior Standards, staff recommends
on the east elevation of the house: the new addition be set back 18 inches at the point
where the new structure joins the existing structure, to demarcate the original house from
the new addition.
Staff recommends the Historic Preservation Commission approve with conditions #CA19-
27 for construction of a new addition, replacement of the existing aluminum windows with
new aluminum windows, removal of the non-contributing storage sheds, construction of
new garage and driveway as per attached plans and specifications with the conditions the
new addition be set back 18 inches at the point where the new structure joins the existing
structure, to demarcate the original house from the new addition; a building permit is
obtained from the Building Department; and all exterior materials, finishes, paint colors,
doors and hardware, windows and exterior light fixtures are required to be approved on a
separate Certificate(s) of Appropriateness.

SECRETARY OF INTERIOR'S STANDARDS FOR
REHABILITATION OF HISTORIC STRUCTURES
REHABILITATION IS DEFINED as the actor process of making possible a compatible use for a
property through repair, alterations and additions while preserving those portions or features
which convey its historical, cultural or architectural values.
1. A property will be used as it was historically or be given a new use that requires minimal change
to its distinctive materials, features, spaces and spatial relationships.
2. The historic character of a property will be retained and preserved. The removal of distinctive
materials or alteration of features, spaces and spatial relationships that characterize a property
will be avoided.
3. Each property will be recognized as a physical record of its time, place and use. Changes that
create a false sense of historical development, such as adding conjectural features or elements
from other historic properties, will not be undertaken.
4. Changes to a property that have acquired historic significance in their own right will be retained
and preserved.
5. Distinctive materials, features, finishes and construction techniques or examples of
craftsmanship that characterize a property will be preserved.
6. Deteriorated historic features will be repaired rather than replaced. Where the severity of
deterioration requires replacement of a distinctive feature, the new feature will match the old in
design, color, texture and where possible, materials. Replacement of missing features will be
substantiated by documentary and physical evidence.
7. Chemical or physical treatments, if appropriate, v.,ill be undertaken using the gentlest means
possible. Treatments that cause damage to historic materials will not be used.
8. Archaeological resources will be protected and preserved in place. If such resources must be
disturbed, mitigation measures will be undertaken.
9. New additions, exterior alterations or related new construction will not destroy historic materials,
features and spatial relationships that characterize the property. The new work will be
differentiated from the old and will be compatible with the historic materials, features, size, scale
and proportion and massing to protect the integrity of the property and its environment.
10. New additions and adjacent or related new construction will be undertaken in such manner
that, if removed in the future, the essential form and integrity of the historic property and its
environment would be unimpaired.

Upon the Approval of a Certificate of Appropriateness (#CA) NO work is to begin until:
The 1) Property Owner, 2) Contractor, 3) Historic Preservation Officer and 4) Building
Department Inspector have met with a mutual understanding of the Historic Preservation
Ordinance as applied to this property. (Ord. No. 2013-23, § 2, 6-4-13).
Sec. 12. - Penalties. any person violating any of the provisions of this ordinance shall
be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in a sum
not to exceed $2,000.00 and a separate offense shall be deemed committed upon each
day during or on which a violation occurs or continues.
Please note:
This documented meeting is to aid in Grapevine's historic properties construction process
to preclude any construction errors or misinterpretations and is not intended to be a
comprehensive list of all Historic Preservation Ordinance requirements
1. A pre -construction meeting shall be held with the 1) Property Owner, 2) Contractor, 3)
Historic Preservation Officer and 4) Building Department Inspector to review the Historic
Preservation Ordinance and the requirements of the Approved Certificate of
Appropriateness. A copy of the signed Historic Preservation Officer's notes from the
meeting are a part of this document and must be attached*. Signatures certifying this
meeting are required below.
2. Additional Certificates of Appropriateness may be,required for a Landmarked Property
for exterior work as established in the initial Certificate of Appropriateness. This includes
all exterior finishes, paint color selection, exterior lighting fixtures, doors and door
hardware, windows, porch posts and railings, etc. In most cases, additional #CA's are
required beyond the first approved #CA for the structure itself.
3. After the meeting, no changes from the approved #CA are to be made to the building
or site without submitting revised plans for approval by requesting an additional
Certificate(s) of Appropriateness. Such changes would include siding removal,
alterations to exterior walls, door and window framing, replacing entry and garage doors
and hardware, windows or changing any building detail not specified on Historic
Preservation Approved plans.

4. It is the contractor's responsibility for any existing preservation materials removed to
be stored, secured and kept safe at all times until reattached.
5. The contractor named on this document will be held responsible to notify all in his
employ, to include sub -contractors and tradesmen, of red lined items on the plans with
any approved changes.
6. Any proposed changes to Historic Preservation Commission approved plans, must
return before the Commission, at a regular meeting, for approval. Contact the Historic
Preservation Department to determine applicability.
City of Grapevine business hours are Monday through Friday, 8 a.m. - 5 p.m.
The required pre -construction meeting will be scheduled as quickly as possible following
the property owner's call to the Historic Preservation Office, 636 South Main Street,
817-410-3197 or 817.410.3185. This meeting is required before any work, clean up,
demolition or changes are made to the property listed above.

BUILDING DEPARTMENT
PRE -CONSTRUCTION CHECKLIST

**** This is not intended to be a comprehensive list of all city requirements, but is meant to be
a guide to aid in the construction process.
• CONSTRUCTION TRAILER: Requires a separate building permit as do storage
containers, contractor signs, electrical, mechanical, plumbing, etc.
• Provide clear and fully legible Project Site Address Sign, readable from the curb.
• Working hours in the city are from 7AM to 7PM Monday through Saturday. No work is
allowed on Sunday.
• No work may be covered prior to receiving written approval from the inspector. All
inspection approvals should be kept on site with the approved drawing packet by the
project manager.
• Inspections requested prior to 7:30 am will usually be performed the same morning.
Inspections requested by 12:30 pm will usually be performed that afternoon. Inspection
request phone number is 817-410-3010. After hour inspections or Saturday inspections
require 48-hour advance approval and fee payment. Minimum $84.00.
• Provide a copy of the Setback Survey for city of Grapevine approval. Your surveyor may
fax this to the building department at 817-410-3012.
• No inspections on the foundation will be made prior to city approval of a Setback Survey.
No changes from the city approved plans may be made to the site or building without first
submitting revised plans and receiving written approval from the historic and building
departments. This includes signs, landscaping, lighting, etc.
*Note: Projects that went through the Historic Commission approval process must go back
through Historic Commission for most exterior changes. Allow 30-45 days for this process.

A building permit final approval will not be issued prior to written approval from historic,
fire and public works departments. All work shown on the approved plans must be
complete before a final approval will be issued. This includes landscaping, screening,
grading, signage, etc. You are advised not to call for your final inspection on the day the
occupancy is desired. Due to the complexity of most projects, it is very common for the
initial final inspection to fail.

• Republic Waste is the exclusive waste hauler for the city and is the only one you may use.
Any other waste receptacles will be cited and ordered removed immediately.
• Sanitary facilities shall be available at the location where the work is performed as well as
hand wash facilities for the workers. Do not go to adjacent businesses for sanitation.
• All contractor and sub -contractor parking is required to be located on the project site.
• All weather access to the site shall be provided for the city inspectors and emergency
responders.

materials were preserved and not lost to a land fill to be replaced with new lesser quality new products.

The Building Department Inspector, Mr. Hans Strayer, reviewed his code enforcement regulations for
the community and surrounding residents during the construction work at the above property and the
requirements and means of inspections to qualify the property.
Mr. Strayer reviewed the City of Grapevine Building Department Checklist with Ms. Pham and her
Building General Contractor Fabien Chapparro; he asked Mr. Chaparro to sign the Building Department
Checklist.

Preservation Officer (HPO) David Klempin, City Building Official Larry Gray, Building Department
Inspector Hans Strayer, HPC Secretary Mary Bush and Rockin' T crew members Todd Hall and Robert
Everitt.

Lot 15, D.E. Box Addition, Grapevine, Texas.
The above property was built in 1951 with 1539 square feet and Commission approved for the
restoration and addition of 927 square feet. Plans for the restoration and new build addition were
approved by the Historic Preservation Commission (HPC) at the April 24, 2019 meeting for #CA19-27.
Historic Preservation Officer David Klempin called the site meeting to order at 1:15 p.m. to discuss the
breach of the Historic Preservation Commission's approval and the Pre -Construction signed documents.
Plans were approved for restoration and an addition and signed off in the Pre -Construction City Hall
meeting on May 22, 2019 with Ms. Pham, the building contractor, electric and plumbing sub-
contractors.
Due to extenuating circumstances the project had come to a standstill. The restoration has now begun
again with a new building contractor Travis Waugh and his crew to set straight what had been left and
working without the knowledge of the Pre -Construction signed agreement. The original No. 105 of
better quality siding on the east wall of the structure had been removed and sent to the land fill;
destroyed.
The HPO reminded Ms. Pham of the preservation protected site of this structure and the entire D.E. Box
Addition; the Commission's approval for restoration and addition only and the signed Pre -Construction
agreement with her and her sub -contractors. Ms. Pham had met with him with his approval for new
windows but the now framed slot window (approximately 36" W x 10" H) was not and would not be
approved. The contractor had framed for smaller windows (without approval). Mr. Waugh stated when
they removed the vinyl siding, they found the original window framing had been smaller; the HPO
agreed to staying with as "original to the structure" — but he should have been notified. The slot window
(to be above a bath tub) was not "appropriate" to this era and would not be approved; the approved
plans were for a double -hung window. If any changes of the approved plans are made again, the HPO
must be communicated with as there are no excuses; for any changes, he must be contacted and will
respond in a timely manner.
To move forward he directed the building contractor to find reclaimed original No. 105 wood siding for
the east side of the structure, Building Inspector Strayer knew of and would share a source near Denton;
the HPO explained the 70-year-old siding was better than new. Matching the old wood would
remediate the east wall and he would approve the use of new material No. 105 siding for the rear
(north) side of the structure. The contractor stated the front and each side 10 feet back had to meet the
preservation ordinance; the HPO stated all exterior sides, exterior roof pitch and lines were to observe
the preservation ordinance; he was approving the best appropriate reclaimed material for the street
view as remediation for their demolition and allowing the newer approved appropriate material for the
rear of the structure. The HPO asked Ms. Pham if she was the "Contractor" she confirmed she was/ is;
he asked her to share the signed Pre -Construction agreement with her now sub -contractor, Mr. Waugh.
The HPO stated it is the Contractor's responsibility to contact the City.
Ms. Pham asked for any ideas, direction for the concrete front walk and porch; Inspector Strayer noted
the dip, collapse in the center saying if she could find someone who really knew how to "overlay" with
concrete to level, but needed to know correct installation as it could not be fixed with pouring on some
type of leveling agent which could make a bigger problem; once leveled, then perhaps use a slate
material; the HPO noted it could also be a quarry tile or brick appropriate to the structure.
The sub -contractor, Travis Waugh asked about the window in question again, the HPO said a double
hung window perhaps 30" x 30"; Mr. Waugh felt perhaps too much like a kitchen window, not a bath.
Ms. Pham agreed to meet HPO Klempin the following day at 1 p.m. to look at the windows schedule
and discuss paint colors.
HPO Klempin requested the Foundation report and work done, for his files; Building Official Larry Gray
said he could email to him.
The overhang soffit was discussed to remove the existing vinyl trim; it was agreed to use the ventilated
soffit board as used on the new detached garage.
