This letter confirms on May 6, 2019 the Historic Preservation Staff approved with conditions
#CA19-39 for the property addressed 314 East Franklin Street, legally described as Block: 30
Lot: 15, Yates & Jenkins Addition, Grapevine, City of, Grapevine, Texas. The following was
approved on this Certificate of Appropriateness:
RE: Ham Radio Building
1. Prior to the start of demolition work on the Ham Radio Building, install a protective
barrier fence between the existing Ham Radio Building and the existing Stark House
to prevent any damages to the Ham Radio Building structure during demolition of
existing Stark house;
2. Provide and install reinforcement and bracing to the Ham Radio Building structure to
ensure stability during the removal of the east and west additions;
3. Remove the east and west additions;
4. All original siding on the north and south elevations shall be retained with original
door and window locations;
5. Replace rotted wood, where possible sister -board the existing wall framing and roof
framing, exposed rafter tails and reinforce as necessary;
6. Replace rotted roof decking boards as necessary and re -roof the building with
composition shingles.
7. In a manner that preserves the existing structure in good condition, facilitate lifting of
the Ham Radio Building as one unit. Remove the existing failed concrete slab
foundation and construct of a new concrete foundation. Lower the Ham Radio
building onto the new concrete foundation.

Demolish the existing Stark House and construct the new house as per the attached
plans and specifications with the conditions a building permit is obtained from the
Building Department; and all exterior materials, finishes, paint colors, doors and
hardware, windows and exterior light fixtures are required to be approved on a
separate Certificate(s) of Appropriateness.
An approved Certificate of Appropriateness is not an approved Building Permit and a
permit is_, / is not required. Contact the City of Grapevine's Building Department at
817-410-3165 for fees and information regarding permits.

Standards for Rehabilitation Worksheet
314 East Franklin Street = Stark Ham Radio Building
Rehabilitation is Defined as the act or process of making possible a compatible use for
a property through repair, alterations and additions while preserving those portions or
features which convey its historical, cultural or architectural values.
As per submitted 4/24/19 drawings:
1. A property will be used as it was historically or be given a new use that requires
minimal change to it distinctive materials, features, spaces and spatial relationships.
2. The historic character of a property will be retained and preserved. The removal of
distinctive materials or alteration of features, spaces and spatial relationships that
characterize a property will be avoided. Regarding the north elevation: a) The
existing door is not to be removed; b) The existing window is not to be moved.
3. Each property will be recognized as a physical record of its time, place and use.
Changes that create a false sense of historical development, such as adding
conjectural features or elements from other historic properties, will not be
undertaken. Regarding the north elevation, a) The existing door is not to be
removed; b) The existing window is not to be moved; to recognize physical record
of time; false sense historical development.
4. Changes to a property that have acquired historic significance in their own right will
be retained and preserved. Check framing to verify if original door location.
5. Distinctive materials, features, finishes and construction techniques or examples of
craftsmanship that characterize a property will be preserved. Distinctive feature of
rafter tails shall be preserved.
6. Deteriorated historic features will be repaired rather than replaced. Where the
severity of deterioration requires replacement of a distinctive feature, the new
feature will match the old in design, color, texture and, where possible, materials.
Replacement of missing features will be substantiated by documentary and physical
evidence. Distinctive features of rafter tails shall be preserved.
7. Chemical or physical treatments, if appropriate, will be undertaken using the
gentlest means possible. Treatments that cause damage to historic materials will
not be used.
8. Archeological resources will be protected and preserved in place. If such resources
must be disturbed, mitigation measures will be undertaken. Preserved in place -no
moving.
9. New additions, exterior alterations or related new construction will not destroy
historic materials, features and spatial relationships that characterize the property.
The new work will be differentiated from the old and will be compatible with the
historic materials, features, size, scale and proportion, and massing to protect the
integrity of the property and its environment.
10. New additions and adjacent or related new construction will be undertaken in such
a manner that, if removed in the future, the essential form and integrity of the
historic property and its environment would be unimpaired. North elevation existing
door and window locations to remain.
