No action will be taken. Each item will be considered during the Regular Session which immediately follows the Joint Public Hearings. JOINT MEETING WITH CITY COUNCIL: 7:30 p.m. - City Council Chambers 2.Invocation and Pledge of Allegiance: Commissioner Beth Tiggelaar JOINT PUBLIC HEARINGS 3. Final Plat Lots 4R1 and 5R1 , Block 102, College Heights Addition — City Council and Planning and Zoning Commission to conduct a public hearing relative to an application submitted by Neal Cooper, Cooper Street Homes, requesting to replat Lot 4R1 , Block 102, College Heights Addition. The subject property is located at 512 Estill Street and is currently zoned "R-7.5" Single Family Residential District. Planning and Zoning Commission to recess to Planning and Zoning Commission Conference Room, Second Floor, to consider published agenda items. NOTE: Following the adjournment of the Planning and Zoning Commission meeting, a representative will present the recommendations of the Planning and Zoning Commission to the City Council for consideration in the City Council Chambers. Planning and Zoning Commission April 16, 2019 Page 2 PLANNING & ZONING COMMISSION APRIL 16, 2019 STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas met in Regular Session on this the 16th day of April 2019 in the Planning and Zoning Conference Room, 200 South Main Street, 2nd Floor, Grapevine, Texas with the following members present -to -wit: Larry Oliver B J Wilson Monica Hotelling Jimmy Fechter Beth Tiggelaar Dennis Luers Robert Rainwater Traci Hutton Chairman Vice -Chairman Member Member Member Member Alternate Alternate constituting a quorum with Gary Martin absent and the following City Staff: Ron Stombaugh John Robertson Albert Triplett, Jr Susan Batte CALL TO ORDER Development Services Assistant Director Engineering Manager Planner II Planning Technician Chairman Oliver called the meeting to order at 7:00 p.m. BRIEFING SESSION Chairman Oliver announced the Planning and Zoning Commission would conduct a work session relative to the following cases: FINAL PLAT — COLLEGE HEIGHTS Chairman Oliver closed the Briefing Session at 7:05 p.m. JOINT PUBLIC HEARINGS Mayor Tate called the meeting to order at 7:30 p.m. in the City Council Chambers. Items 2-3 of the Joint Public Hearings were held in the City Council Chambers. The 041919 1 PLANNING & ZONING COMMISSION APRIL 16, 2019 Planning and Zoning Commission recessed to the Planning and Zoning Conference Room, Second Floor to consider published agenda items. PLANNING AND ZONING COMMISSION REGULAR SESSION CALL TO ORDER Chairman Oliver called the Planning and Zoning Commission deliberation session to order at 7:30 p.m. ITEM 4. FINAL PLAT LOTS 4R2 AND 5R1, BLOCK 102, COLLEGE HEIGHTS ADDITION First for the Commission to consider and make recommendation to the City Council was the Statement of Findings and Final Plat Application of Lots 4R2 & 5R1, Block 102, College Heights Addition. The applicant was final platting 0.482 acres for the development of two residential lots. In the Commission's deliberation session, Dennis Luers moved to approve the Statement of Findings and Final Plat Application of Lots 4R2 and 5R1, block 102 College Heights Addition. B J Wilson seconded the motion, which prevailed by the following vote: Ayes: Oliver, Wilson, Hotelling, Fechter, Tiggelaar, Luers and Rainwater Nays: None ITEM 5. CONSIDERATION OF MINUTES Next for the Commission to consider were the minutes of the March 19, 2019, Planning and Zoning Public Hearing. B J Wilson moved to approve the March 19, 2019 Planning and Zoning Public Hearing minutes as written.
