SUBJECT: CONVENTION &VISITORS BUREAU HEADQUARTERS AND
MUSEUM COMPLEX
RECOMMENDATION:
The Convention & Visitors Bureau staff recommends that the City Council consider
approving the Guaranteed Maximum Price along with the Alternate Summary Log as
presented by Byrne Construction for the construction of the Convention & Visitors
Bureau. Headquarters and Museum Complex in the amount not to exceed $9,739,636.
FUNDING SOURCE:
Funds are available from Bonds issued in December 2008 and May 2009 totaling
$11,700,000.
BACKGROUND:
Byrne Construction Services was awarded the Construction Manager at Risk contract for
the Convention & Visitors Bureau Headquarters and Museum Complex at the June 2,
2009 City Council Meeting. The approval was for pre-construction services and general
conditions costs not to exceed $335,910 and the construction services fee not to exceed
2.95%.
ArchiTexas; who had been awarded the design contract at the May 19, 2009 City
Council meeting has developed the architectural drawings for the project. Through
weekly meetings between ArchiTexas, Byrne, and CVB staff the plan has been
designed, re-designed, and value-engineered to bring the guaranteed maximum price
within the pre-determined amount.
Byrne: Construction Services distributed bid packets through direct contact and web
postings. A pre-bid meeting was held on January 13, 2010 with 52 sub contractors
present. There were 94 Requests for Information (RFI) submitted to ArchiTexas for
clarification. Bids were due on February 2, 2010. When bids were received on
February 2, 200 submittals were received with each trade having no less than six
submittals, and some trades having as many as 18 submittals. The consistency
between the numbers submitted in these bids indicates that the selections made were
very representative of today's market conditions. Attached is the breakdown per bid
packet issued.
