This letter confirms on May 29, 2019 Historic Preservation staff approved with
conditions #CA19-51 for the property addressed 210 West Wall Street, legally
known as Block 12, Lot 1, Starr Addition, City of Grapevine, Texas. The following
was approved on this Certificate of Appropriateness:
1. Repair existing No. 105 wood siding on exterior of the original house;
2. Replace any rotted trim and wood siding that cannot be restored with
salvaged wood, obtained for the purpose, of same type and dimensions;
3. Repaint house in the previously approved colors;
4. Repaint porch ceilings using Sherwin Williams #SW9063 "Porch Ceiling"
(sky blue) color;
as per attached details, photos and color sample with the condition a building
permit is obtained from the Building Department.
An approved Certificate of Appropriateness is not an approved Building Permit
and a permits % is not required. Contact the City of Grapevine's Building
Department at 17-410-3165 for information regarding permits.

210 W Wall has original siding and trim that is in need of repair and replacement. The majority of
remediation must be accomplished to the western elevation, where I believe the damage has been
caused by heat generated from direct sunlight.
I also believe some of the damage is the result of the application (placement) of the siding. The #105 8"
drop siding is not overlapped into the layered %" siding groove. As a result, there is caulk that is not
adhering properly to the siding and moisture has been able to permeate. See illustration #1.
Gameplan:
With the permission of the Historic Preservation Officer and Committee, I propose the following:
In descending order.....
1. Use filler or bonding agent wherever possible to preserve the original lumber.
2. Remove only as necessary the wood that cannot be salvaged.
3. Replace siding and trim pieces with "reclaimed" wood if available in matching dimensions and
grain.
4. Replace siding and trim pieces with new, distressed wood if available in matching dimensions
and grain.
5. Re -paint per the approved colors established on the existing home.
As you can see in some of the photographs taken in May 2019, there are numerous places on the home
that are in need of remediation. If not accomplished soon, I am afraid the ability to restore to the
original look will be difficult to achieve.

REHABILITATION IS DEFINED as the act or process of making possible a compatible use
for a property through repair, alterations and additions while preserving those portions or
features which convey its historical, cultural or architectural values
1. A property will be used as it was historically or be given a new use that requires minimal
change to its distinctive materials, features, spaces and spatial relationships.
2. The historic character of a property will be retained and preserved. The removal of
distinctive materials or alteration of features, spaces and spatial relationships that
characterize a property will be avoided.
3. Each property will be recognized as a physical record of its time, place and use.
Changes that create a false sense of historical development, such as adding conjectural
features or elements from other historic properties, will not be undertaken.
4. Changes to a property that have acquired historic significance in their own right will be
retained and preserved.
(:::5.:) Distinctive materials, features, finishes and construction techniques or examples of
craftsmanship that characterize a property will be preserved.
6. Deteriorated historic features will be repaired rather than replaced. Where the severity
'::of deterioration requires replacement of a distinctive feature, the new feature will match
the old in design, color, texture and where possible, materials. Replacement of missing
features will be substantiated by documentary and physical evidence.
C�- Chemical or physical treatments, if appropriate, will be undertaken using the gentlest
means possible. Treatments that cause damage to historic materials will not be used.
8. Archeological resources will be protected and preserved in place. If such resources
must be disturbed, mitigation measures will be undertaken.
9. New additions, exterior alterations or related new construction will not destroy historic
materials, features and spatial relationships that characterize the property. The new
work will be differentiated from the old and will be compatible with the historic
materials, features, size, scale and proportion and massing to protect the integrity of the
property and its environment.
10. New additions and adjacent or related new construction will be undertaken in a such
manner that, if removed in the future, the essential form and integrity of the historic
property and its environment would be unimpaired.
