SUBJECT: APPROVAL TO ESTABLISH AN ANNUAL CONTRACT FOR
LAW ENFORCEMENT UNIFORMS THROUGH AN
INTERLOCAL AGREEMENT WITH TARRANT COUNTY
RECOMMENDATION:
City Council to consider establishing an annual contract with GST Public Safety, LLC for
the purchase of law enforcement uniforms through an interlocal agreement with Tarrant
County on an as-required basis. Annual purchases will be limited to the amount
budgeted for law enforcement uniforms.
FUNDING SOURCE:
Funds, in the amount of$75,186.00, are available in 117-42220-209-2 (General Fund/
Police Operations/Clothing Supplies).
BACKGROUND:
This request is to approve an annual contract for the purchase of law enforcement
uniforms. Purchases will be made as required and in accordance with an existing
interlocal agreement with Tarrant County as allowed by Texas Local Government Code,
Section 271.102. Bids were taken by the Tarrant County and a contract was awarded to
GST Public Safety, LLC under bid number 2006-059.
Council approved a resolution on October 3, 2000 authorizing participation in an
interlocal agreement with Tarrant County. The interlocal and cooperative purchasing
agreement allows each City to purchase from existing contracts and satisfies all bidding
requirements under the Local Government Code.
The original bid was awarded by the Commissioners Court of Tarrant .County on
February 7, 20:06 for an initial period of one year, and included four one-year automatic
renewals (see attached paperwork).
GST Public Safety, LLC has provided service to the City in the past with satisfactory
results.
Staff recommends approval of a contract award to GST Public Safety, LLC for law
enforcement uniforms in accordance with the interlocal agreement between Tarrant
County and the City of Grapevine.

It is requested that the Commissioners Court approve renewal of Bid No. 2006-059, Annual Contract for
Law Enforcement Uniforms, for the fourth and final optional twelve (12) month period at the same firm
fixed unit price and percentage discount from list price for items not listed per section.
BACKGROUND:
On February 7, 2006, through Court Order No. 97369, Commissioners Court awarded Bid No. 2006-059,
Annual Contract for Law Enforcement Uniforms, to GST Public Safety Supply, LLC. The award was
based upon low bid per item and percentage discount from list price for items not Iisted per section, and i
contained options to renew for four (4) additional 12=month periods at the same prices and percentage
discount from list price.
The vendor has notified Purchasing in writing that their prices and percentage discount from list price will
remain firm through February 7, 2011. The Sheriff's Department notified Purchasing that they are pleased
with GST Public Safety Supply, LLC.
Therefore, it is the joint recommendation of the Sheriffs Department and Purchasing that the
Commissioners Court approve the renewal of Bid No. 2006-059, Annual Contract for Law Enforcement
Uniforms, for another 12--month period..
(FISCAL IMPACT:
Expenditures for last year were approximately $359,153. Renewal of this contract will result in a decrease
of five to 15 percent (5-15%) from current market pricing. In addition, through the Tarrant County
Cooperative Purchasing Program there were expenditures totaling $419,915 by the following entities:
Mansfield ISD, the Police Departments of Allen, Balch Springs, Cedar Hill, Celina, Colleyville, Corsicana,
Euless, Farmers Branch, Frisco, Garland, Galesville, Grand Prairie, Grapevine, Haltom City, Lancaster,
Lavon,Plano,Richardson, Saginaw,and White Settlement.
