SUBJECT: RENEWAL . OF AN ANNUAL CONTRACT FOR
HORTICULTURAL CHEMICALS TO BE PURCHASED ON AN
AS NEEDED BASIS
RECOMMENDATION:
City Council to consider awarding an annual renewal contract to Helena Chemical
Company, BWI Companies Inc., LescolJohn Deere Landscapes, Estes Inc, Justin Seed
Co. Inc, Innovative Turf Supply, and Red River Specialties for the purchase of various
horticultural chemicals. Annual contract expenditures will be limited to the budget
amount approved for this commodity. The purchase summary is attached for review.

BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a). Notice to bidders was published in the
Fort Worth Star Telegram on February 5, 2009 and February 12, 2009. Bids were
opened on February 27, 2009.
This contract established fixed pricing for the purchase of various types of fertilizers and
horticultural chemicals on an as-needed basis by the Parks and Golf Divisions. The bid
was sent to nine vendors with eight vendors responding. The bid requested pricing on 80
types of algaecides, bio stimulants, fertilizers, fungicides, growth regulators, herbicides,
insecticides and various other types of chemicals. Bids were received from eight
qualified vendors who met the required specifications of the bid.
On March 24, 2009 council awarded primary contracts to UAPICrop Production
Services, Helena Chemical Company, BWI Companies Inc., LescolJohn Deere
Landscapes, Estes Inc, Justin Seed Co. Inc, Innovative Turf Supply, and Red River

Specialties for the purchase of various horticultural chemicals that they were low bid,
and secondary contracts on items that the vendor was the next to lowest bid.
The contract was for an initial one-year period with four one-year renewal options. If
approved this will be the first renewal option period. Seven of the eight vendors agreed
to renew contracts for the upcoming year with an overall decrease in price of -12.3%.
One vendor, UAPICrop Reduction Services did not respond to renewing their contract. It
is recommended that those items be awarded to the next lowest bidder as primary
source, and a secondary source be awarded to the second lowest bidder (See
attached.)
Staff recommends renewal contract awards to Helena Chemical Company, BWI
Companies Inc., Lesco/John Deere Landscapes, Estes Inc, Justin Seed Co. Inc,
Innovative Turf Supply, and .Red River Specialties for the purchase of various
horticultural chemicals on an as-needed basis by the Parks and Golf Divisions.
