The Building Board of Appeals for the City of Grapevine, Texas, met in regular session,
October 13, 1997, at 6:00 P.M., in the Council Room, 200 South Main Street,
Grapevine, Texas with the following members present:
Joe Lipscomb Chairman
Dennis Roberts Member
Charles Bloomberg Member
Russell Kidd Member
Daniel Banse Member
constituting a quorum with member Art Gordon absent. Also present was Council
Representative Roy Stewart and the following City Staff:
Scott Williams Building Official
Tim Fleming Plans Examiner/Field Coordinator
Mike Butler Code Enforcement Officer
Gerrie Anderson Secretary
CALL TO ORDER
Chairman Joe Lipscomb called the meeting to order at 6:00 P.M.
NEW BUSINESS
D1396-01 845 DAWN LANE
The first item of business was for the Building Board of Appeals to hear information
relative to Dangerous Building DB96-01, 845 Dawn Lane, legally described as Tracts
3B & 3131, Sunshine Harbor Industrial.
Mr. Williams recommended that the Board request the City Attorney file an injunction in
District Court for the demolition of the structure. Mr. Williams explained that at the
November 11, 1996, public hearing, the Board determined the structure to be a
dangerous building, and gave the owner 30 days to secure a permit and 90 days to
complete the repairs. Mr. Williams further explained that at the February 10, 1997,
public hearing, the Board extended the time they had given at the November 11, 1996,
meeting to 90 days following the issuance of a permit. Mr. Williams explained that on
April 11, 1997, the owner took out a permit but has done no work. Furthermore, the
building permit had expired. Lastly, Mr. Williams noted that the structure has continued
to deteriorate.

The owner was not present nor was anyone present representing the owner.
Charles Bloomberg made a motion instructing the Building Official to forward to the City
Attorney that an injunction be filed in District Court for the demolition of the structure
located at 845 Dawn Lane, legally described as Tracts 313 & 381, Sunshine Harbor
Industrial. Daniel Banse seconded the motion, which prevailed by the following vote:
Ayes: Lipscomb, Roberts, Kidd, Bloomberg, Banse
Nays: None
Absent: Gordon
MISCELLANEOUS REPORTS
Mr. Willliams noted that Bass Pro Shops had submitted plans for review.
Russell Kidd asked if Mr. Tribble, whose case BBA97-06 was heard at the August 11,
1997, meeting, had removed the fence extension. Mr. Butler commented that Mr.
Tribble had removed the sides of the fence.
MINUTES
Next the Building Board of Appeals considered the minutes of the August 11, 1997,
meeting.
Dennis Roberts made a motion to approve the minutes of the August 11, 1997,
meeting. Daniel Banse seconded the motion, which prevailed by the following vote:
Ayes: Lipscomb, Roberts, Kidd, Bloomberg, Banse
Nays: None
Absent: Gordon
ADJOURNMENT
With no further discussion, Charles Bloomberg made a motion to adjourn. Russell Kidd
seconded the motion which prevailed by the following vote:
Ayes: Lipscomb, Roberts, Kidd, Bloomberg, Banse
Nays: None
Absent: Gordon
The meeting was adjourned at 7:10 P.M.
