The Building Board of Appeals for the City of Grapevine, Texas, met in regular
session, Monday, November 13, 1995, at 6:30 P.M., in the Council Chambers, Room
#205, 307 West Dallas Road, Grapevine, Texas with the following members present:

Chairman Joe Lipscomb called the meeting to order at 6:30 P.M.
NEW BUSINESS
WOOD SHAKES & SHINGLES
The first item for the Building Board of Appeals to consider was a proposed building
code amendment addressing wood shakes and shingles. The request is to the City
of Grapevine Code of Ordinances as follows:
Sec. 2516(g)4 is amended by the addition of a new paragraph 3 to read as
folio ws:
"The use of wood shingles and wood shakes as a wall covering is hereby
prohibited within the city unless they meet the fire retardant standards
of Class C roofing material."
Sec. 3204 Roof Covering Classification, is hereby amended by the deletion of
the existing paragraph (f) and by adding a new paragraph (f) to read as follows:
"{f} Class C roof coverings required. Fire retardant Class C roof coverings
shall be required on all group "R" occupancies regardless of size and
height of structures or number of units. Fire retardant Class C roofing
materials are defined as any roofing material which meets ASTM E-108
fire Test specifications for roofing and has been tested and approved by
a nationally recognized testing laboratory. In those cases where it proves
necessary to replace all or part of an ord;nary wood shingle roof, and the
Class C roofing does not meet the exposure length of the existing roof,

Class C composition shingles may be overlaid on the existing wood
shingles."
Table No. 32-A - MINIMUM ROOF CLASSES, is hereby amended as follows:
This table shall be amended by replacing all "NR" spaces in the "R-3"
row with a "C", and deleting all footnotes in the "R-1 " row.
The Grapevine Fire Department has requested that the Building Board of Appeals
consider amendments to the 1991 Uniform Building Code and the City of Grapevine
Code of Ordinances. These amendments affect exterior wall covering and roof
covering materials. These amendments are precipitated by several recent fires in the
metroplex area. The results of investigations into these fires appear to indicate that
non -rated (non -treated) wood shingle roofing assemblies contributed to the spread of
the fire from structure to structure. Following are explanations of the impact of the
various changes:
Sec. 2516(g)4 - Adds a paragraph that requires Class C rated shingles and
shakes to be used on exterior walls - the building code currently allows
combustible, non -rated exterior walls only on certain types of structures. The
new provision further restricts the use of these materials.
Sec. 3204(f) - Eliminates the ability to use non -rated roof assemblies on all
residential occupancies. The code had been previously amended to prohibit the
use of non -rated roof assemblies on multi -family and townhouse buildings. The
new provision further restricts the previous amendment to include single family
and duplex structures.
Table 32-A - This amends the table to incorporate the changes proposed in the
body of Chapter 32, specifically Sec. 3204(f).
A Class C roof covering is a roof assembly that has been tested by an approved
testing agency for light fire exposures. Under such exposures, roof coverings are not
readily flammable, afford a measurable degree of fire protection to the roof deck, do
not slip from position and are not expected to produce flying brands.
Southlake, Coppell, Carrollton, Plano, Hurst, and Keller have previously adopted similar
or more restrictive amendments.

Scott Williams, Building Official, explained the proposed amendment to the Grapevine
Code of Ordinances regarding wood shakes and shingles. With many fires taking
place in the metroplex, Grapevine feels it is necessary to require a Class C rated shake
or shingle if used as an exterior wall covering or roof covering assembly. Previously,
the City had amended the Grapevine Code of Ordinances to eliminate non rated
shakes and shingles on townhomes and multifamily occupancies. With the proposed
modification, this will include single family residential. Dick Ward, Fire Marshal, was
present to answer any questions relative to the proposal.
Dick Ward explained that the Fire Department felt that action should be taken prior to
a problem rather than being placed in a crisis management situation.
Board Members questioned if it is possible to have a Class A rated wood shingle.
Mr. Ward stated that there is a Class A rated wood shingle. It is the same shake or
shingle but requires a full decking, full tar paper as a regular composition roof would,
and marine grade sheet rock along with the plywood fire treated decking on top of
that.
Board Members questioned if there is still exposure for fire hazard with the Class A
rated shingles.
Mr. Williams stated if a fire is within the structure you are mostly likely going to lose
that roof, but if flying brands land on a rated roof, that roof is much less likely to
contribute to the fire at that structure.
Joe Lipscomb expressed the Board would be in favor of a Class A requirement, and
that perhaps the Class C requirement is not restrictive enough.
Scott noted to the Board that according to Table No. 32-A - Minimum Roof Classes,
it is legal to have a Class C roof, but Grapevine has struck out the ability to build V -N
Multifamily structures out of our Ordinance. All multifamily structures are at least a
1 -hr fire rated structure. This automatically requires a Class B roof assembly,
therefore, Grapevine is indirectly is requiring a Class B on multifamily. Anything that
has over eight (8) units on the second floor must also be fire sprinklered.
After thorough discussion, Greg Czapanskiy motioned to forward to the City Council
recommendation to approve the amendments to the Grapevine Code of Ordinances
Chapter VII, Article I, Section 7-3 as stipulated in the packet. Art Gorden seconded
the motion which prevailed by the following vote:
Ayes: Lipscomb, Czapanskiy, and Gordon

Absent: Roberts, Long, Kidd, and Smith

MINUTES
The Building Board of Appeals considered the minutes of the October 9, 1995
meeting, Art Gordon motioned to approve the minutes of the October 9, 1995
meeting. Greg Czapanskiy seconded the motion which prevailed by the following
vote:
Ayes: Lipscomb, Czapanskiy, and Gordl
Nays: None
Absent: Roberts, Long, Kidd, and Smith

RECOMMENDATION:
Staff recommends that the Building Board of Appeals forward to the City Council a
recommendation to approve amendments to Grapevine Code of Ordinances, Chapter
7, Article 1, Sec. 7-3, as follows:
Sec. 2516(g)4 is amended by the addition of a new paragraph 3 to read as follows:
"The use of wood shingles and wood shakes as a wall covering is hereby

structures or number of units. Fire retardant Class C roofing materials are defined
as any roofing material which meets ASTM E-108 fire Test specifications for
roofing and has been tested and approved by a nationally recognized testing
laboratory. In those cases where it proves necessary to replace all or part of an
ordinary wood shingle roof, and the Class C roofing does not meet the exposure
length of the existing roof, Class C composition shingles may be overlaid on the
existing wood shingles."

HUNDRED DOLLARS ($200.00) FOR EACH SEPARATE
OFFENSE AND A SEPARATE OFFENSE SHALL BE
DEEMED COMMITTED UPON EACH DAY DURING ON
OR WHICH A VIOLATION OCCURS; DECLARING AN
EMERGENCY; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS:
Section 1. That Chapter 7, Article I., Section 7-3, Amendments, is hereby amended to
read as shown in Exhibit "A", attached hereto and made a partof.
Section 2. That all ordinances or any parts thereof in conflict with the terms of this
ordinance shall be and hereby are deemed repealed and of no force or effect.
Section 3. Any person violating any of the provisions of this ordinance shall be deemed
guilty of a misdemeanor and upon conviction thereof shall be fined in a sum not to exceed two
hundred dollars ($200.00) and a separate offense shall be deemed committed upon each day
during or on which a violation occurs or continues.
Section 4. If any section, article, paragraph, sentence, clause, phrase or word in this
ordinance, or application thereto any person or circumstances is held invalid or validity of the
remaining portions of this ordinance; and the City Council hereby declares it would have passed
such remaining portions of the ordinance despite such invalidity, which remaining portions shall
remain in full force and effect.
Section 5. The fact that the present ordinances and regulations of the City of Grapevine,
Texas are inadequate to properly safeguard the health, safety, morals, peace and general welfare
of the inhabitants of the City of Grapevine, Texas, creates an emergency for the immediate
preservation of the public business, property, health, safety and general welfare of the public
which requires that this ordinance shall become effective from and after the date of its passage,
and it is accordingly so ordained.

This table shall be amended by replacing all "NR" spaces in the "R-3" row with
a "C", and deleting all footnotes in the "R-1" row.
