CITY OF GRAPEVINE
The Building Board of Appeals for the City of Grapevine, Texas, met in regular
session, Monday, July 8, 1996 at 6:30 P.M., in the Conference Room, Room #204,
307 West Dallas Road, Grapevine, Texas with the following members present:
Joe Lipscomb Chairman
Dennis Roberts Member
Art Gordon Member
Charles Bloomberg 1 st Alternate
constituting a quorum with council representative Roy Stewart. Also present was the
following City Staff:
Scott Williams Building Official
Chairman Joe Lipscomb called the meeting to order at 6:30 P.M.
The first item for the Building Board of Appeals to consider was BBA96-09 submitted
by John Bowers who was representing Concourse Automotive who requested a
variance for the property located at Lot 3112, Block A, Triple M Addition and
addressed as 1321 West Northwest Highway. The request was to the City of
Grapevine Code of Ordinances as follows:
Section 7-129, Type of Construction.
(b) No fence erected on property within a platted subdivision shall be constructed
of barbed wire fencing.
The variance request was to install a six (6) foot tall chainlink fence with a two (2)
foot barbed wire extension around a portion of the rear parking areas as shown on
the site plan.
Mr. Scott Williams, Building Official, explained the case and added Mr. Bowers had
indicated that the barbed wire is necessary in order to prevent the recurring vandalism
that he had been experiencing. The barbed wire would be at the rear of the property

and not highly visible.
John Bowers (1321 West Northwest Highway, Grapevine, Texas ) noted a fence
permit had been obtained and the fence is partially erected. The barbed wire
extensions would be vertical.
With no one else to speak for or against the request, the public hearing was closed
by an unanimous vote.
After discussion, Art Gordon moved, with a second by Roberts, to grant the variance
to the City of Grapevine Code of Ordinances, Chapter 7, Article IV for Lots 3112,
Block A, Triple M Addition and addressed as 1321 West Northwest Highway allowing
installation of a six (6) foot tall chainlink fence with a one (1) foot vertical barbed wire
extension around a portion of the rear parking area and gate area as shown on the
site plan. The motion prevailed by the following vote:
Ayes: Lipscomb, Gordon, Roberts, and Bloomberg
Nays: None
Absent: Kidd, Long, and Smith
Mr. Williams noted the minutes of the last meeting was not included the packet due
to the length and complexity of the last meeting. The minutes would be on the
agenda for the next meeting.
A building permit had been approved for a 200,000 square foot building in the I.D.I.
development.
Sterling Electronics had broken ground and started foundation work.
With no further discussion, the meeting was adjourned by an unanimous vote.

Nays: None
Absent: Kidd, Long, and Smith
The meeting adjourned at 6:40 P.M.
