The Building Board of Appeals for the City of Grapevine, Texas, met in regular
session, Tuesday, May 13, 1997, at 6:00 P.M., in the Council Room, 200 South Main
Street, Grapevine, Texas with the following members present:
Joe Lipscomb Chairman
Dennis Roberts Member
Charles Bloomberg Member
constituting a quorum, with Members Art Gordon, Russell Kidd and Catherine Cotter
Smith absent. Also present was Council Representative Roy Stewart and the
following City Staff:
Scott Williams Building Official
Tim Fleming Plans Examiner/Field Coordinator
Raj Sharma Plans Examiner
Jim VanTreese Building Inspector
Bill Thompson Building Inspector
Bret Shipley . Building Inspector
Jerry Cool Building Inspector
CALL TO ORDER
Chairman Joe Lipscomb called the meeting to order at 6:00 P.M.
MINUTES
The Building Board of Appeals considered the minutes of the April 14, 1997, meeting.
Charles Bloomberg made a motion to approve the minutes of the April 14, 1997,
meeting. Dennis Roberts seconded the motion which previaled by the following vote:
Ayes: Lipscomb, Roberts, Bloomberg
Nays: None
Absent: Gordon, Kidd, Smith
OLD BUSINESS
1994 UNIFORM BUILDING CODE AND 1994 UNIFORM MECHANICAL CODE
Mr. Williams introduced members of the Building Inspection staff and announced that
on Wednesday, May 14, 1997, the Electrical Board of Appeals was meeting for
consideration of the adoption of the 1996 National Electrical Code. Mr. Williams also
added that he and Member Charles Bloomberg attended a meeting in Arlington with

the Council of Governments relative to standardizing amendments to the building code
among North Texas cities.
Mr. Williams reviewed briefly changes to the 1994 UBC.
Mr. Williams then showed the Board a video from the publishers of the building code,
International Conference of Building Officials, highlighting the major changes between
the 1991 and 1994 codes.
After further discussion, Dennis Roberts made a motion to close the public hearing.
Charles Bloomberg seconded the motion which prevailed by the following vote:
Ayes: Lipscomb, Roberts, Bloomberg
Nays: None
Absent: Gordon, Kidd, Smith
ADJOURNMENT
With no further business, Dennis Roberts made a motion to adjourn. Charles
Bloomberg seconded the motion which prevailed by the following vote:
Ayes: Lipscomb, Roberts, Bloomberg
Nays: None
Absent: Gordon, Kidd, Smith
The meeting was adjourned at 7:30 P.M.
