COUNTY OF TARRANT
CITY OF GRAPEVINE
The Building Board of Appeals for the City of Grapevine, Texas met in regular session, Monday
evening January 11, 1993, at 6:30 P.M. in the Council Chambers, Room #205, 307 West Dallas
Road, Grapevine, Texas with the following members present to wit:
Joe Lipscomb Chairman
Vernie Henderson Member
Art Gordon Member
constituting a quorum with members Greg Czapanskiy and Dennis Roberts absent. Also present
was City Council Representative Ted Ware, and the following City Staff:
Greg Wheeler Building Official
Paula Pennington Secretary
CALL TO ORDER
Chairman Joe Lipscomb called the meeting to order at approximately 6:30 P.M.
NEW BUSINESS
BBA 93-01 CLIFF ESTERDAY FENCING
An application was submitted to the Building Inspection Division of Community Development
by Cliff Esterday of Cliff Esterday Fencing for Falkin Platnick Realty Group, Inc., owners of
Cobblestone Apartments located at 951 Turner, Grapevine, Texas. Staff stated they have no
problems regarding sight visibility, as the applicant has taken this under consideration with the
layout of the fencing.
With no one else to speak for or against the request, Art Gordon made a motion to close the
public hearing. Vernie Henderson seconded the motion.
Ayes: Lipscomb, Henderson, Gordon
Nays: None
Absent: Czapanskiy, Roberts
Vernie Henderson then made a motion to grant the variance, with the Fire Marshal's approval
for their access. Art Gordon seconded the motion which prevailed by the following vote:
After further discussion Council Representative, Ted Ware, commented that because
the building has been standing as a dangerous building for sometime, the City might
be liable.
Chairman Lipscomb explained the Board needed to go ahead and consider the
structure a dangerous building and give an appropriate amount of time to have it
demolished.
Dr. Burgess announced the demolition company would start on February 22, 1993,
and would be completed within 10 days.
With no one else to speak either for or against the request, Art Gordon made a motion
to close the public hearing. Greg Czapanskiy seconded the motion which prevailed
by the following vote:
Ayes: Lipscomb, Gordon, Czapanskiy
Nays: None
Absent: Henderson, Roberts
Greg Czapanskiy made a motion to declare the structure at 416 East College Street
a dangerous building and to order the demolition of the structure within 45 days of
this date. Art Gordon seconded the motion which prevailed by the following vote:
Ayes:
Nays:
Absent
ADJOURNMENT
Lipscomb, Gordon, Czapanskiy
None
Henderson, Roberts
With no further business, Art Gordon made a motion to adjourn the meeting. Greg
Czapanskiy seconded the motion which prevailed by the following vote:
Ayes: Lipscomb, Gordon, Czapanskiy
Nays: None
Absent: Henderson, Roberts
The meeting was adjourned at 7:00 P.M.
