COUNTY OFTARRANT
CITY OF GRAPEVINE
The Building Board of Appeals for the City of Grapevine, Texas met in regular session,
Monday evening, February 8, 1993, at 6:30 P.M., in the Council Chambers, Room
#205, 307 West Dallas Road, Grapevine, Texas, with the following members present
to wit:
Joe Lipscomb
Chairman
Art Gordon
Member
Greg Czapanskiy
Member
constituting a quorum with Members Vernie Henderson and Dennis Roberts absent.
Also present was City Council Representative, Ted Ware, and the following City Staff:
Greg Wheeler Building Official
Gerrie Anderson Administrative Secretary
CALL TO ORDER
Chairman Joe Lipscomb called the meeting or order at 6:40 P.M.
NEW BUSINESS
DANGEROUS BUILDING CASE DB93-01 GRAPEVINE CHURCH OF CHRIST
The first item of new business for the Building Board of Appeals to consider was
DB93-01, a burned structure, owned by the Grapevine Church of Christ, located at
416 East College Street, legally described as Lots 3A & 4A, Block 23, City of
Grapevine.
Greg Wheeler explained that this case was placed on the agenda for the January 11,
1993, meeting. Mr. Wheeler explained that prior to that meeting, the church had
called notifying us that they had someone to do the demolition of the structure -which
would be done by January 15, 1993, and asked to be taken off the agenda. Mr.
Wheeler agreed with the church and extended their time to January 22, 1993, but the
church failed to follow through.
Dr. Jerry Burgess, an Elder of the Church of Christ, explained their delays in the
demolition of the building. Dr. Burgess went on to explain that the Church had
entered into a contract with Midwest Wrecking Company.

After further discussion Council Representative, Ted Ware, commented that because
the building has been standing as a dangerous building for sometime, the City might
be liable.
Chairman Lipscomb explained the Board needed to go ahead and consider the
structure a dangerous building and give an appropriate amount of time to have it
demolished.
Dr. Burgess announced the demolition company would start on February 22, 1993,
and would be completed within 10 days.
With no one else to speak either for or against the request, Art Gordon made a motion
to close the public hearing. Greg Czapanskiy seconded the motion which prevailed
by the following vote:
Ayes: Lipscomb, Gordon, Czapanskiy
Nays: None
Absent: Henderson, Roberts
Greg Czapanskiy made a motion to declare the structure at 416 East College Street
a dangerous building and to order the demolition of the structure within 45 days of
this date. Art Gordon seconded the motion which prevailed by the following vote:
Ayes: Lipscomb, Gordon, Czapanskiy
Nays: None
Absent: Henderson, Roberts
ADJOURNMENT
With no further business, Art Gordon made a motion to adjourn the meeting. Greg
Czapanskiy seconded the motion which prevailed by the following vote:
Ayes: Lipscomb, Gordon, Czapanskiy
Nays: None
Absent: Henderson, Roberts
The meeting was adjourned at 7:00 P.M.
