The Building Board of Appeals for the City of Grapevine, Texas met in regular session, Monday
evening, October 11, 1993, at 6:30 P.M., in the Council Chambers, Room #205, 307 West
Dallas Road, Grapevine, Texas with the following members present :
Joe Lipscomb
Chairman
Vernie Henderson
Member
Greg Czapanskiy

Dennis Roberts
Member
constituting a quorum with member Art Gordon absent. Also present was Council
Representative, Ted Ware and the following City Staff:
Greg Wheeler Building Official
Paula Pennington Secretary
Gerrie Anderson Administrative Secretary
CALL TO ORDER
Chairman Joe Lipscomb called the meeting to order at 6:30.
BBA 93-13 C. MICHAEL & CINDY LAMPLEY
An application was submitted to the Department of Community Development by C. Michael and
Cindy A. Lampley representing themselves for the fence located at 3109 Joyce Way. The fence
was installed at the time the home was being constructed. The fencing company used eight (8')
foot panels to allow for sodding. The Building Inspection Division received a complaint
regarding the overall height of the fencing. An inspector was dispatched to investigate the
complaint and found measuring from grade level the fence at it's highest point was two inches
above the maximum allowable height.
Greg Wheeler explained the case to the Board.
C. Michael and Cindy Lampley were also present, and Cindy spoke in reference to their case.
With no one else to speak for or against the request, Vernie Henderson made a motion to close
the public hearing. Greg Czapanskiy seconded the motion which prevailed by the following
vote:
Ayes:
Lipscomb, Henderson, Czapanskiy, Roberts
Nays:
None
Absent:
Gordon
Greg Czapanskiy then made a motion to approve the variance, Dennis Roberts seconded the
motion which prevailed by the following vote:
Ayes:

BBA93-15 METROCELLULAR TELEPHONE DOUGLAS ATHAS
An application was submitted to the Department of Community Development by Douglas Athas
representing Metrocel Cellular Telephone Company for the purpose structure located at 3428
Anderson -Gibson Road. The owner of the property is W. Ray Wallace. Metrocel is purposing
to construct an unmanned building with a 125 foot communications tower. The fencing is for
security and to keep the cattle away from the building and the tower.
Greg Wheeler, Building Official explained the case to the Board.
Doug Athas was also present and spoke in reference to the case.
With no one else to speak for or against the request, Greg Czapanskiy made a motion to close
the public hearing. Vernie Henderson seconded the motion which prevailed by the following
vote:

Lipscomb, Henderson, Czapanskiy, Roberts
Nays:

Dennis Roberts then made a motion to approve the variance, Greg Czapanskiy seconded the
motion which prevailed by the following vote:

MINUTES
The Building Board of Appeals considered the minutes of the September 20, 1993 meeting.
Vernie Henderson made a motion to approve the minutes, Greg Czapanskiy seconded the motion
which prevailed by the following vote:
Ayes:
Lipscomb, Henderson, Czapanskiy, Roberts
Nays:
None
Absent:
Gordon
BBA 93-14 PHILIP R. AND SUSAN H. STONECIPHER
An application was submitted to the Department of Community Development by the Philip R.
and Susan H. Stonecipher representing themselves for the request at the location of 1801 Rolling
Hills Drive. The applicants have a small child and fear she could fall from the front yard where
there are retaining walls. The Board does not have the authority to allow fencing in the triangle
of visibility, but the applicant is going to request a variance from the Board of Zoning
Adj ustments.
Greg explained the case to the Board.
With no one else to speak for or against the request, Dennis Roberts made a motion to close the
public hearing. Greg Czapanskiy seconded the motion which prevailed by the following vote:

Nays:

Greg Czapanskiy then made a motion to approve the variance, Dennis Roberts seconded the
motion which prevailed by the following vote:

ADJOURNMENT
With no further discussion, Vernie Henderson made a motion to adjourn the meeting, Greg
Czapanskiy the motion which prevailed by the following vote:
Ayes: Lipscomb, Henderson, Czapanskiy, Roberts
Nays: None
Absent: Gordon
The meeting was adjourned at 6:45 P.M.
