HARDY, DIRECTOR OF COM UNITY DEVELOPMENT SUBJECT: AMENDMENTS TO CODE OF ORDINANCES, CHAPTER 4, ALCOHOLIC BEVERAGES MEETING DATE: SEPTEMBER 7, 1992 RECOMMENDATION Staff recommends City Council consider the proposed amendments to the Code of Ordinances, Chapter 4, Alcoholic Beverages and take any action deemed necessary. BACKGROUND The proposed amendments will redefine the sale of alcoholic beverages for off -premise consumption to also allow wine sales in conjunction with beer sales. The proposed amendments would automatically allow those businesses with approved conditional use permits for beer sales with off -premise consumption, the ability to include wine sales as long as the approved site plan and floor plan noting where the beverages are sold and stored does not change. To insure compliance with the approved site plan and floor plan, Staff will use the current procedure of inspection for city alcoholic beverage permits. The city alcoholic beverage permit is not issued by the City Secretary's Office until an inspection is made by the Code Enforcement Officer in Community Development verifying the site plan and floor plan have not varied from the approved plans. Once positive verification is made, the City Secretary's Office will issue the permit. Those businesses that do not have approved conditional use permits desiring retail sales of beer and wine with off -premise consumption, must comply and submit a site plan with the conditional use permit application for approval by City Council.
