HARDY, DIRECTOR OF DEY LOPMENT SERVICES MEETING DATE: JUNE 20, 1995 SUBJECT: AMENDMENTS TO THE GRAPEVINE COMPREHENSIVE ZONING ORDINANCE 82-73 RELATIVE TO SECTION 26, HIGHWAY COMMERCIAL & SECTION 28, CENTRAL BUSINESS DISTRICT WAK9=:v,by-ad• Staff recommends the consideration of amendments to Section 26, Highway Commercial, relative to indoor and outdoor boat and marine sales, indoor and outdoor camper and camper trailer sales and automotive rental and Section 28, Central Business District, relative to automotive rental and take any action deemed necessary. �• •an YTN i Lei The Planning and Zoning Commission authorized Staff to set a public hearing on June 20, 1995 at the May 23, 1995 Second Tri -Annual Workshop for proposed amendments to Section 26, Highway Commercial and Section 28, Central Business District. Staff requested the Commission review and consider amending Section 26, Highway Commercial relative to automotive rental from a permitted use to a conditional use. The Highway Commercial District was amended in April to allow automotive sales and service of new or used cars and trucks as a conditional use because of the increase in the number of properties along Northwest Highway being used for automotive sales. It came to Staff's attention that we could experience similar problems with automotive rental, which is a permitted use in the Highway Commercial District. The Commission also felt boat and marine sales and camper and camper trailer sales would also create the same problems. As a result of the Commission's discussion, the amendments would allow, as a permitted use, boat and marine sales and camper and camper trailer sales within a completely enclosed building; and as a conditional use automotive rental, outside boat and marine sales, and camper and camper trailer sales. Staff also requested the Commission review and consider eliminating automotive service stations as a permitted use in Section 28, Central Business District. Staff believes auto service stations are no longer an appropriate use in the Central Business District. Attached are copies of the proposed amendments for your review. Upholstery shops. 18. Retail sales, other than those listed above, business services and merchandise displayed within a completely enclosed building. 19. Commercial amusements, the operation of which is totally within an enclosed building, including bowling alleys, video arcades, roller skating and ice skating arenas, motion picture theaters, but excluding any special uses authorized by Section 49.B. 24- 20. ACCESSORY USES: The following uses shall be permitted as accessory uses to a principal use provided that none shall be a source of income to the owner or user of the principal use: 041895 2 Section 26 5. 6. 7. 8. .01 Home equipment rental. Truck and trailer rental. 11. Swimming pool and spa sales. 12. Restaurant with outside dining. 13. Planned Commercial Centers. 14. Automotive repair garages, within a completely enclosed building. Salvage and/or wrecking yards are prohibited. All storage areas must be surfaced and screening shall be provided in accordance with Section 58 and Section 50. 15. Automotive sales, and service, new or used cars and trucks. All vehicles must be in an operating condition and all open display or storage areas must be surfaced and developed in accordance with all applicable Ordinances of the City. 16. Automotive rental. 17. Outside display boat and marine sales and/or service. 18. A. PERMITTED USES: No building or structure or part thereof, shall be erected, altered, or used, in whole or in part, for other than one or more of the following specified uses: 1. Personal service establishments including beauty and barber shops, cleaning, shoe repair, art and instructional studios, photography, and newsstands. 2. Drugstores. 3. Offices, including professional, business, governmental and administrative. 4. Retail stores and sales, including antique, art supply, automotive accessories, sporting goods, business machine shops, clothing, dry goods, music, TV sales and repair, cards, home appliances, jewelry, leather goods and luggage, linens, fabrics and draperies, optical goods, wallpaper and paint, dairy supplies, carpeting. 5. Furniture, including office furniture and equipment. 6. Restaurants including outside dining, delicatessens, and bakeries. 8. Clubs and lodges. 9. Museums. 10.
