FUNDING SOURCE: Funds are available in the following accounts: GO Bonds Account #178-78105-016. This project is being funded 60.5% Federal and 39.5% City. BACKGROUND INFORMATION: Change Order#4 falls within Staff's authorization limits for change orders and has been previously approved by staff, Change Order#4 addresses the following items: Light foundations depth adjustment and electrical boxes $ 1,210.70 Handicapped ramp quantity adjustment ($ 8,752.43) Repair and lowering of waterline crossing at Big Bear Creek $ 18,599.77 $ 11,058.04 R:IAGENDAM-17-101EG Rd SM Pkwy CO#4 and 5 Memo.DOC Change Order#5 addresses the following items: Installation of 48 street lights including all wiring within the underground conduit and some minor conduit adjustments $ 262,380.79 Revision to signals and striping per TxDOT direction $ 26,596.62 Bridge widening additional items $ 16,974.00 Extension of contract for SWPPP and traffic control $ 16,500.00 Driveway and ADA ramp replacement $ 7,262.21 Misc quantity adjustment and DFW gate installation $ 1,815.26 $ 331,528.88 In the October 6, 2009 Council Meeting, City Council authorized an amendment to the engineering services contract for the design of sidewalks, handicap ramps and street lights along the 8,100 foot route of the project. The initial project scope for the Euless Grapevine/Stone Myers Parkway construction project did not include sidewalks or street lights. These elements were removed from our normal project scope for major street widening due to funding concerns. The continued escalation of construction costs during the time line for design, DFW approval, TxDOT approval & NCTCOG approval caused staff significant concerns about the available City funding as well as NCTCOG funding. The very favorable bids received for the project and the added funds that the NCTCOG provided to us for this project enabled us to proceed with the addition of sidewalks and street lighting in the project. The NCTCOG staff has advised us that they are supportive of the sidewalks and proposed street lighting. Approximately 60% of the engineering fee and the construction cost will be funded by NCTCOG and the remainder funded by the City of Grapevine in accordance with our existing funding agreement for this project. The City typically contracts with ONCOR to install the street light poles, wiring and power for street lights on our City projects. Since this project is funded with City and Federal funds, the street lights have to be designed and constructed in compliance with Federal and TxDOT standards which are not consistent with ONCOR's standards. The sidewalk and light pole foundation construction under Change Order #3 has been completed, and City staff has just received approval for the light pole installation from FAA and DFW airport in July 2010. Change order #5 approves the installation of the wire, setting the street light poles and providing power for the street lights in compliance with Federal and TxDOT standards. FUNDING: Tarrant County Funding Participation $1,000,000. BACKGROUND: Prior to the award of the construction contract in February, 2009, Commissioner Fickes proposed to provide funding from Tarrant County in the amount of$1,000,000 to assist the City in meeting the required Local Share of the Euless Grapevine Road/Stone Myers Parkway project cost. This additional funding from Tarrant County reduces the City's programmed commitment to this project from 40% of the project cost down to 25% of the project cost. The county will provide the funding over a three-year period with payments of$333,000 in 2009, $333,000 in 2010 and $334,000 in 2011. City Council approved the initial Interlocal Agreement with Tarrant County on March 3, 2009 for FY09 and again on October 6, 2009 for FY10. The County requests that we renew the agreement in each of the budget years in which funding for this project is programmed. This renewal for FY11 is the last of the three funding years. Tarrant County ("COUNWO and the City of Grapevine ("CIWO entered into an Agreement located in Tarrant County Commissioners Court Order No. 105513, for the cooperative funding of improvements to Euless- Grapevine Road and the construction of a four-lane urban section road from Prospect Parkway to Mustang Drive ("Project" as described in the 2006 Tarrant County Bond Program. 2. The Project is not complete and the COUNTY and the CITY desire to renew the Agreement for the 2011 Fiscal Year. Therefore, the COUNTY and CITY agree to the following 1.
