AMENDMENTS TO THE GRAPEVINE ZONING ORDINANCE
RELATIVE TO THE GRAPEVINE MILLS PROJECT
As you are aware we have had requests from Erick Collazo concerning amendments
to the sign ordinance which would allow them to place a large roof sign on the
Grapevine Mills shopping center building. We have also had other discussions with
them concerning signage that they may consider which may or may not be consistent
with the Zoning Sign Ordinance criteria. I would like to place an item on the Planning
and Zoning Commission workshop meeting September 24, 1996, that would amend
Section 25.C.15 which would give the Council the ability to allow signage with a
conditional use permit that differ form the minimum requirements of Section 60 Sign
Ordinance criteria. Section 25.C.15. deals with the section we created for the
Grapevine Mills project to give us flexibility in that development. The amendment
am proposing would be limited only to developments that have excess of 1,000,000
square feet of gross leasable space. If you would please review my proposal and me
direction on whether to place this on the Planning and Zoning workshop.

be surfaced, and screening shall be provided in accordance with Section
58 and Section 50.
14. Outdoor commercial amusements such as golf driving ranges,
miniature golf, archery.
15. Planned Commercial Centers in excess of 1,000,000 square feet of
gross leasable space. Due to the development nature of planned
commercial centers in excess of 1,000,000 square feet of gross leasable
space, it is recognized that the requirements established in Section
25.F., Section 53.H. and 53.I may be difficult to provide. The
Planning and Zoning Commission may recommend and the City
Council may approve a request to establish different amounts and
methods than established in Section 25.F., Section 53.H..md 53.I..; =d
Section 60.
D. LIMITATION ON USES:
1. Whenever the C -C Community Commercial District is utilized for
hotel -motel office or hospital use, the minimum open space shall be
increased to thirty (30) percent of the total lot area.
2. Vehicular use or storage areas other than required parking associated
with permitted uses such as automobile sales and service, boat sales,
building materials, and supplies shall be visually screened from any
adjacent residential district by a fence, wall or berm at least six (6) feet
in height.
3. The minimum size of any C -C District shall be five (5) acres.
E. PLAN REQUIREMENTS: No application for a building permit for
construction of a principal building shall be approved unless:

ZONING ORDINANCE 82-73, SECTION 25, COMMUNITY
COMMERCIAL RELATIVE TO SIGNAGE IN PLANNED
COMMERCIAL CENTERS IN EXCESS OF 1,000,000 SQUARE
FEET OF GROSS LEASABLE SPACE
Staff recommends City Council and the Planning and Zoning Commission review the
proposed amendments to Section 25, Community Commercial relative to signage in
a Planned Commercial Center in excess of 1,000,000 square feet of gross leasable
space and take any action deemed necessary.
The proposed amendments to Section 25, Community Commercial would give Council
and the Planning and Zoning Commission the ability to consider and approve signage
other than the conventional requirements of Section 60, Sign Regulations.
Specifically proposed to Section 25.C.15, Planned Commercial Centers in excess of
1,000,000 square feet of gross leasable space, is the additional ability to establish
different amounts and methods to Section 60, Sign Regulations.
The proposed amendments are the result of requests made by the Mills Corporation
relative to the Grapevine Mills project. The Mills Corporation is proposing signage
either not allowed or in excess of the maximum sizes. Section 25.C.15., Planned
Commercial Centers in excess of 1,000,000 square feet of gross leasable space, was
specifically created for the development nature and size of the Grapevine Mills Mall.
Prior to the amendment of Section 25.C.15. the Ordinance did not allow the flexibility
for extremely large developments.

Staff recommends City Council and the Planning and Zoning Commission approve the
proposed amendment to Section 25, CC, Community Commercial District relative to
height restrictions in Planned Commercial Centers in excess of 1,000,000 square feet
of gross leasable space.
Erick Collazo, Development Director for The Mills Corporation, has indicated that
several inquiries have been made concerning possible hotel development in the
outparcel area around the Grapevine Mills Mall Planned Commercial Center. For this
type of development to become a viable option in the outparcel area, adherence to
the fifty (50) foot height restriction as stated in Section 25.1.1 may be difficult if not
impossible to maintain.
The amendment as proposed will allow the Planning and Zoning Commission to
recommend, and the City Council to approve, requests that exceed the maximum
height restriction of fifty (50) feet in Planned Commercial Centers in excess of
1,000,000 square feet of gross leasable space.

AMENDMENTS TO COMPREHENSIVE ZONING ORDINANCE 82-7-1
The City of Grapevine's City Council and Planning and Zoning Commission do hereby
notify each of you that a Joint Public Hearing will be conducted by both the
Commission and the City Council to consider amendments and changes to the City
of Grapevine's Comprehensive Zoning Ordinance, No. 82-73, as amended, same
being Appendix D of the Code of Ordinances of the City of Grapevine, pursuant to
and in accordance with the City of Grapevine's Comprehensive Zoning Ordinance, No.
82-73, as amended and Texas Local Government Code, Title 7, Chapter 211 on the
18th of March, 1997, at 7:30 o'clock PM in the Council Chambers, 2nd Floor, 200
South Main Street, Grapevine, Texas. All interested parties will be given an
opportunity to appear and be heard and express their views.
The City Council and the Commission will consider amendments and changes to the
Comprehensive Zoning Ordinance, No. 82-73, same being Appendix D of the Code
of Ordinances, specifically amending Section 25, Community Commercial relative to
the building height of structures within a Planned Commercial Center in excess of
1,000,000 square feet of gross leasable space and any other additions, deletions or
changes to various section, articles and provisions contained in said Ordinance No.
