SUBJECT: CONSIDER APPROVAL FOR THE PURCHASE OF A
WASHER/EXTRACTOR AND DRYER UNDER A GRANT FROM
THE DEPARTMENT OF HOMELAND SECURITY, ASSISTANCE
TO FIREFIGHTERS PROGRAM.
RECOMMENDATION:
City Council to consider approval to purchase a Washer/Extractor and Dryer from Casco
Industries in the total amount of $15,994.00.
FUNDING SOURCE:
Funds are budgeted in accounts 113-48860-210-04 Grant Fund/Machinery and
Equipment/Fire Department.
BACKGROUND:
Bids were taken in accordance with City Purchasing Policy. Formal bids and
advertisements are not required for purchases under $50,000. Two vendors submitted
quotations. A copy of the bid tabulation listing all pricing received is attached for review.
This request is to approve the purchase of a washer/extractor and dryer for firefighting
bunker gear. The City of Grapevine Fire Department applied for and received a grant
from the Department of Homeland Security, Assistance to Firefighters grant program to
purchase a washer/extractor and dryer for firefighting bunker gear.
The Texas Fire Commission adopted National Fire Protection Association Standard
1851 which mandates firefighting gear be washed at a minimum of once a year (whether
necessary or not) and as needed or as exposed to chemicals from firefighting operations
throughout the year. Presently the City contracts with an outside company to perform the
washing and drying of bunker gear at an annual cost of approximately $7,500 per year.
The purchase of the bunker washer/extractor and dryer will allow fire department
personnel to wash and dry the bunker gear at Fire Station Four, reducing the time
personnel is without their gear. A cost savings will also be recognized each year as the
City will not need to contract washing services to an outside vendor.

In accordance with City Purchasing Policy, Staff contacted vendors for quotes and
received two responses. The lowest quotation received was submitted by Casco
Industries and met all of the specification requirements of the grant program and
Purchasing.
Staff recommends approval to purchase a Washer/Extractor and Dryer from Casco,
Industries in the total amount of $15,994.00 under grant funds from the Department of
Homeland Security, Assistance to Firefighters grant program.
