SUBJECT: CONSIDER APPROVAL FOR THE PURCHASE OF
UNINTERRUPTIBLE POWER SUPPLIES FOR THE ADAPTIVE
TRAFFIC SIGNAL SYSTEM UNDER FUNDING PRIMARILY BY
FEDERAL GRANTS.
RECOMMENDATION:
City Council to consider approval of a purchase of Uninterruptible Power Supplies for
traffic signals. The total of this purchase will not exceed $134,887.00. This project is
funded in large part by federal grants.

BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252,
Subchapter B, Section 252.021 (a) and Section 252.041 (a). The bid advertisement
posted in the Fort Worth Star Telegram on August 27, 2010 and September 3,
2010.
This request is to approve the purchase of uninterruptible power supplies for the
adaptive traffic signal system with the vast majority of the costs funded with grants
received through the North Central Texas Council of Governments and the Texas
Department of Transportation. (A breakdown of funding is attached).
As part of traffic signal system project, it is planned to install uninterruptible power
supply (UPS) units at 36 of the most critical intersections. A UPS system filters the utility
power serving the traffic signal in order to reduce malfunctions due to power surges and
brownouts, and also includes battery backup to provide power to operate the traffic
signal for up to several hours when utility power is out. This bid included the purchase of
36 units for installation, as well as four spare units. The installation will be performed in-
house by City staff following implementation of the adaptive signal system.
Two vendors responded to the bid with Paradigm Traffic System being the lowest
vendor that met the specifications. Paradigm Traffic System has performed services in
the past for the City with satisfactory results. (See attached bid tabulation).

Staff recommends the purchase of uninterruptible power supplies for the Adaptive
Traffic signal system from Paradigm Traffic System funded primarily with grants received
through the North Central Texas Council of Governments and the Texas Department of
Transportation.
