SUBJECT: CONSIDER APPROVAL OF A CONSTRUCTION MANAGER AT
RISK FOR THE NEW LOW WATER BOAT RAMP AND OTHER
IMPROVEMENTS AT MEADOWMERE PARK
RECOMMENDATION:
The staff recommends that the City Council consider awarding the Construction
Manager at Risk (CMR) contract to Dean Construction for the new low water boat ramp,
restroom facility, fishing tournament pavilion and other improvements at Meadowmere
Park. The construction services fee is 5% of the total cost of construction estimated at
approximately $400,000. The fees for general conditions, including staff, are not to
exceed $75,150. Please see Attachment A— General Conditions Cost Breakdown.
FUNDING. SOURCE:
Funds in the amount of $470,049 are available via grants from the Texas Parks &
Wildlife Department (TPWD) and $156,683 is available as the City's match in the Quality
of Life Fund.
BACKGROUND:
The Council. approved a resolution at the September 16, 2008 meeting authorizing and
directing staff to participate in the State Boating Access Grant Program with TPWD for
the development of a low water boat ramp, restroom facility, fishing tournament pavilion
and other improvements at Meadowmere Park. The Texas Parks & Wildlife
Commission approved the grant in two phases, one phase at their January 26, 2009
meeting and the other phase at their January 29, 2010 meeting. The Council also
approved a professional services contract with MHS Planning & Design at the April 21,
2009 meeting for the design of the improvements at Meadowmere Park.
Requests for Proposals were sent to five construction management firms and all five
responded with proposals. A selection team made up of five. city staff from various
departments and the design consultant interviewed the five construction management
firms on Wednesday, October 6th. Each firm was allowed one hour to inform the
interview team of their experience with like projects, the Project Team that will be
working with the City, how they would phase and do the construction and the estimated
time for construction.

At the end of each interview, the selection team discussed the strengths and
weaknesses of the firm. Each selection team member then scored the firm based upon
four criteria. The criteria included experience and performance, staffing, ability to
produce "hard estimates" at key milestones in a project and the comments made in the
interview. At the end of the final interview, the selection team added up the.scores for
each construction management firm and five of the six members of the team rated Dean
Construction as the top firm.
We have used Dean Construction on several projects here in Grapevine and they have
performed satisfactorily. Dean also has an extensive positive work history on projects in
many of our surrounding cities. The selection team recommends the Council award the
Construction Manager at Risk to Dean Construction.
