SUBJECT: EXTENSION OF AN ANNUAL CONTRACT FOR LANDSCAPE
MANAGEMENT SERVICES FOR THE PARKS AND
RECREATION DEPARTMENT
RECOMMENDATION:
City Council to consider a 60 day contract extension to VMC Landscape Services as
primary contractor for landscape management services to be rendered on a scheduled
basis, for an estimated cost of $110,000.00.
FUNDING SOURCE:
Funds for this service were budgeted in account 100-44540-312-3 General Fund/
Professional Services/ Park Maintenance.
BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 262.021 (a) and Section 252.041 (a). The bid advertisement posted in the
Fort Worth Star Telegram and the Grapevine Sun on February 3, 2005 and February 10,
2005. Staff issued bid documents to thirteen contractors with six contractors responding.
The imitation to bid 218-2005 requested fixed annual pricing for landscape
management services such as mowing, litter removal and chemical treatments of city
facilities., parks, and roadways on a fixed service schedule. The bid specifications stated
that the recommendation for the award would be based on the best overall value for the
City and included considerations such as price, references, experience, equipment,
professionalism and several other factors. The bid specified a one-year contract with
options to renew for four additional one-year periods and allowed pricing to be re-
negotiated at each contract anniversary date. Council approved the fourth and final
contract renewal on November 3, 2009.
Council first awarded this contract on March 15, 2005 to O'Donnell's Landscape
Services as primary vendor and to VMC Landscape Services as secondary vendor. The
low bid of Landscape Consultants of Texas was considerably lower than all other bids
and was rejected due to their unsatisfactory references and that their principal business
location was in Houston, Texas.
O'Donnell's Landscape Service, acting as primary vendor, terminated their contract with
the City on May 15, 2005. Since that date, VMC Landscape Services has been acting as
primary vendor and performed satisfactorily.
This request is for a 60 day extension from November 2, 2010 through January 2, 2011,
to continue services under the same terms and conditions of the annual contract to
facilitate the rebid process.
Staff recommends approval of a 60 day contract extension to VMC Landscape Services
as primary contractor for landscape management services to be rendered on a
scheduled basis, for an estimated cost of$110,000.00.
