MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: BRUNO RUMBELOW, CITY MANAGE /
MEETING DATE: NOVEMBER 2, 2010
SUBJECT: PURCHASE OF PORTABLE RADIOS FOR THE FIRE DEPARTMENT
RECOMMENDATION:
City Council to consider approval of a purchase order to Motorola for the purchase of thirty
five (35) Motorola Radios through an interlocal agreement with the Houston-Galveston
Area Council in the total amount of $148,741.25.
FUNDING.SOURCE:
Funds are available in Lease Fund Account 325-42281-210-11-2011 Apparatus and Tools.
BACKGROUND:
This purchase was mane in accordance with an existing interlocal agreement with the
Houston Galveston Area Council (HGAC) as allowed by Texas Local Government Code,
Section 271.1.02. This interlocal agreement satisfied all bidding requirements under the
Local Government Code. HGAC bid this commodity and established a contract with
Motorola under contract number RA01-08.
The Fire Department asks that Council approve this purchase of 35 intrinsically safe public
safety radios from Motorola through a contract with HGAC. By issuing the purchase order
on September 30, 2010, the City was able to take advantage of a promotion offered by
Motorola which saved the City $14,000 from the quoted price.
These radios will replace a like number of portable and mobile radios whose technology is
now obsolete and no longer supported by the manufacturer. As mandated by the State of
Texas, these new radios will be APCO Project 25 compatible, ensuring interoperable
communications with Metroplex, state and federal agencies now and as new radio systems
are installed. This purchase will complete the phase-in of interoperable radios in the Fire
Department which are technologically modern and supported by Motorola.
Staff recommends approval of a purchase order to Motorola for the purchase of 35
Motorola Radios through an interlocal agreement with the Houston-Galveston Area Council
in the total amount of$148,741.25.
