SUBJECT: AMENDMENT TO SECTION 50, SCREENING REGULATIONS
RELATIVE TO THE ESTABLISHMENT OF A PLASTIC
COMPOSITION FENCE AS AN ADDITION TO SCREENING
ALTERNATE "E"
At the March 23, 1998 joint public hearing the Planning and Zoning Commission and City
Council approved a conditional use permit for outside storage for Able Machinery on
property located in the Westport Business Park. Prior to the public hearing the applicant
had requested that he be allowed to screen the outside storage area with a product called
"Plasti-Fence," an all plastic composition fence, in liew of a masonry or wood composition
fence. The "Plasti-Fence" is constructed of recycled plastics made to resemble a wood
composition fence. This type of fence is not currently a part of the screening alternatives
as noted in Section 50, Screening Regulations. The applicant for Able Machinery has
asked that the Planning and Zoning Commission consider modifying Section 50, Screening
Regulations to include the "Plasti-Fence" as an appropriate screening alternative. See the
attached information.

Section 50. Screening
A. PURPOSE: To encourage the most appropriate use of land and conserve and
protect the privacy and value of adjacent permitted uses, regulations and prescribed
herein for the location and type of various screening devices to be used when
required in the various zoning districts or in this section in accordance with the
following standards.
B. LOCATION OF REQUIRED SCREENING:
1. Where the side, rear, or service side of a four -family, multi -family, or non-
residential use is adjacent to a single-family, two-family, or townhouse
residential district, screening of not less than six (6) feet in height shall be
erected separating the use from the adjacent residential district, said
screening shall be in accordance with screening Alternates A or E. No
screening is required adjacent to a street.
2. Where the side, rear, or service side of a nonresidential use is adjacent to a
four -family or multifamily district, screening of not less than six (6) feet in
height shall be erected separating the use from the adjacent residential
district, said screening shall be in accordance with alternates A or E as set
forth in Section C. No screening is required adjacent to a street.
3. For all uses other than single-family, two-family and townhouse dwelling,
refuse storage areas not adjacent to an alley shall be visually screened by
a solid fence or wall one (1) foot above the refuse dumpster, not to exceed
eight (8) feet in height on all sides, except the side used for garbage pickup
service, such side shall not be required to be screened unless the service
side of the refuse storage area is visible from a residentially zoned district.
C. SCREENING STANDARDS: Under various zoning districts and circumstances,
screening is required. The following are the approved types of screening as
referred to in various places in this Ordinance:
1. SCREENING ALTERNATE A: Screening Alternate A shall consist of a solid
masonry or concrete wall to a minimum height of six (6) feet measured from
the average grade of the nearest property line of the property adjacent to
that on which the screening is required.
2. SCREENING ALTERNATE B: Screening Alternate B shall consist of a
hedgerow of evergreen shrubs of a variety which will normally grow to a

height of six (6) feet. All plants shall have a minimum height at the time of
planting of one-half (1/2) of the required screening height.
3. SCREENING ALTERNATE C: Screening Alternate C shall consist of a
concrete or masonry wall as specified in Alternate A to a minimum height of
six (6) feet measured from the average grade of the nearest property line of
the property adjacent to that on which screening is required and evergreen
trees. Such trees shall be a minimum of two (2) inches trunk diameter and
shall be planted not more than thirty (30) feet on center.
4. SCREENING ALTERNATE D: Screening Alternate D shall consist of
landscaped earthen berms to a minimum height of six (6) feet. Side slopes
of berm shall have a minimum of two (2) feet of horizontal distance for each
one foot of height. Berms shall contain necessary drainage provisions as
required by the City Engineer. Landscaping shall be as required in Section
53.
5. SCREENING ALTERNATE E: Screening Alternate E shall consist of a solid
wood or plastic composition fence to a minimum height of six (6) feet
measured from the average grade of the nearest property line of the property
adjacent to that on which the screening is required.
6. SCREENING ALTERNATE F: Screening Alternate F shall consist of a chain
link fence with redwood slats to a minimum height of six (6) feet measured
from the average grade of the nearest property line of the property adjacent
to that on which the screening is required.
D. MAINTENANCE: All required screening materials shall be maintained in a
neat and orderly manner at all times. This shall include, but not be limited
to pruning, fertilizing, watering, mowing, weeding, and other such activities
common to the maintenance of landscaping. Appropriate facilities for
watering any plant material shall be installed at time of planting. Screening
areas shall be kept free of trash, litter, weeds, and other such materials or
plants not a part of the screening or landscaping. All plant material shall be
maintained in a healthy and growing condition as is appropriate for the
season of the year. All plant material which dies shall be replaced with plant
material of similar variety and size.
E. ADDITIONAL SCREENING, FENCING, LANDSCAPING: The Planning and Zoning
Commission may recommend and the City Council may require screening, fencing
and landscaping requirements on any zoning case in addition to or in lieu of

screening or fencing requirements set out specifically in each use district when the
nature and character of surrounding or adjacent property dictate a need to require
such devices in order to protect such property and to further provide protection for
the general health, welfare and morals of the community in general.

SUBJECT: AMENDMENTS TO SECTION 60, SIGN STANDARDS RELATIVE
TO GOVERNMENTAL USE DISTRICT
As all of you are aware, there are no sign standards established in Section 60 of the
Appendix D Zoning Ordinance for the Governmental Use District. When Section 60 was
created it was the feeling that because of the diversity of various governmental uses and
an inability to regulate some of those uses because of federal and state mandates that the
sign standards would not be extended to the GU Governmental Use District. Because of
signs recently erected at the Grapevine Heritage property and depot, Sharon Spencer
asked that the Planning and Zoning Commission look at the possibility of regulating signs
in the Governmental Use District.
Since Governmental Use Districts have been established throughout Grapevine and they
are mostly adjacent to both residential and commercial/industrial districts, Staff thought
that it would be inappropriate to develop sign criteria specifically for the GU Governmental
Use District. To be consistent with surrounding development, the attached draft requires
that governmental use signage meet the requirements of the most restrictive abutting
zoning. This would make the sign requirements in Governmental Use Districts consistent
with the adjacent property.

C. Exceptions:
SIGN STANDARDS
1. Vehicle identification signs attached to or painted upon a
vehicle used for delivery or bona fide business transportation.
2. Political signs in or upon a motor vehicle when not illuminated.
D. TRAFFIC SAFETY.
1. No sign shall be erected or maintained at any location where by reason of its
position, size, shape or color, it may obstruct, impair, obscure, interfere with
the view of, or be confused with, any traffic control -sign, signal or device, or
where it may interfere with, mislead or confuse traffic.
2. No sign shall be located in any vision triangle formed by the center lines of
any two (2) intersecting streets. At any intersection where at least one of the
intersecting streets is an arterial street (as defined in the Thoroughfare Plan
of the City of Grapevine) the sides of the triangle formed by the center lines
of the intersecting streets shall be one hundred -twenty (120) feet in length
as measure outward from the point of intersection of such center lines along
such center lines. At all other intersections, each of such sides shall be
eighty (80) feet in length.
E. EXEMPTION.
1. The following signs shall be exempt from the requirements of this section:
(a) Flags, or emblems of a government or of a political, civic,
philanthropic, educational or religious organization, when displayed
on private property.
(b) , ' tTraffic or
similar regulatory devices, legal notices, warnings at railroad
crossings, and other instructional or regulatory sings having to do with
health, hazards, parking, swimming, dumping, etc.
(c) Address numerals and other signs required to be maintained by law
or governmental order, rule or regulation, provided that the content
and size of the sign do not exceed the requirements of such law,
order, rule or regulation.

L. GOVERNMENTAL USE DISTRICT
Signs in the Governmental Use District shall be not less than the requirements of
the most restrictive abutting property.
lzmM. APPLICATION TO EXTRATERRITORIAL JURISDICTION:
In accordance with Article 10150-1, Texas Revised Civil Statues Annotated, the
provision of this Section 60 are extended to the extraterritorial jurisdiction of the City
as defined by the Municipal Annexation Act (Art. 970a, Texas Revised Civil Statutes
Annotated.)
