HomeMy WebLinkAboutItem 10 - Glade RoadMEMOTO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: JULY 2, 2019 SUBJECT: APPROVAL OF EXPANSION OF GLADE ROAD FROM STATE HIGHWAY 360 TO DFW AIRPORT PROPERTY RECOMMENDATION: City Council to consider approval of an Interocal Agreement with the City of Euless and Amendment No. 1 to the Developer's Agreement with CRP- GREP Elan Grapevine Owner, L.P. for the expansion of Glade Road from State Highway 360 to DFW Airport Property. FUNDING SOURCE: The proposed action has no material effect on Clty funds. BACKGROUND: On October 2, 2018 the City entered into an agreement with CRP-GREP Elan Grapevine Owner, L.P. which is the developer of The Preserve multi- family development at the northeast corner of Glade Road and State Highway 360. This agreement provided for $40,000 in City participation to support the construction of the northern half of the ultimate four -lane section of Glade Road. The proposed project limits are from the State Highway 360 frontage road to DFW Airport property. Since that time, the property on the south side of Glade Road (located in the City of Euless) has been approved for development. This development is seeking to expand the southern half of Glade to its ultimate section. The amendment with CRP-GREP Elan Grapevine Owner, L.P. will provide for construction of the entire project and amend the required bonding limits. The interlocal agreement with the City of Euless provides for project approvals, bonding requirements and maintenance obligations. In order to lower costs and accelerate the project, staff from both cities, in coordination with DFW Airport, are proposing a 45 -day full closure of Glade Road for construction. Staff recommends approval.
