CALL TO ORDER
Mayor Tate called the workshop to order at 6:30 p.m.
ITEM 1. DISCUSS GAYLORD TEXAN SCREENING WALLS
Planning & Development Manager Ron Stombaugh introduced representatives from the
Gaylord Texan that reviewed the proposal to replace the fans and motors for the cooling
towers with low sound fans with a variable frequency drive (VFD) system. The proposed
system would provide a noise reduction equal to or exceeding that which would be realized
from a 30 foot tall screening wall to buffer the noise along Katie's Woods Road. The
previously approved landscaping will be replaced with taller, more dense landscaping to
provide a visual screening element for the cooling equipment.
Mr. Stombaugh reported the proposal would be presented to the Site Plan Review
Committee the last of April.
There was no formal action taken by the City Council.
ITEM 2. DISCUSS 2006 SUSTAINABLE DEVELOPMENT PROJECT — MAIN
STREET AND 2009 SUSBAINABLE DEVELOPMENT CALL FOR

Public Works Director Matt Singleton and Deputy Director of Public Works Stan Laster
reviewed the 2006 Sustainable Development Project—Main Street. They presented brick R.,.
options for the pedestrian crosswalks from Dallas Road to Wall Street, as well discussed
the installation of water and electrical outlets on Main Street for festivals and installation of
period lighting as needed on Main Street.
The consensus from Council was to proceed with the plans.
There was no formal action taken by the City Council.
ITEM 3. MONTHLY FINANCIAL REPORT
Administrative Services Director John McGrane presented the monthly financial report
noting that revenues are slightly down from the same time last year and that sales taxes
may flatten out in June or July. He stated the City's unemployment rate is at 5.6%.
There was no formal action taken by the City Council.

Mayor Pro Tern Wilbanks, seconded by Council Member Stewart, offered a motion to
adjourn the workshop at 7:20 p.m. The motion prevailed by the following vote:

Bonds, Series 2009, in the aggregate principal amount not to exceed $16,000,000;
providing for the award of the sale thereof in accordance with specified parameters levying
a tax in payment thereof; prescribing the form of said bonds; approving the Official
Statement; approving execution and delivery of a bond purchase agreement and an
escrow agreement; and take any necessary action.
6. Consider an ordinance providing for the issuance of City of Grapevine, Texas
General Obligation Refunding Bonds, Series 2009, in the aggregate principal amount not to
exceed $32,000,000; providing for the award of the sale thereof in accordance with
specified parameters; levying a tax in payment thereof; prescribing the form of said bonds;
approving the Official Statement; approving execution and delivery of a bond purchase
agreement and an escrow agreement; and take any necessary action.
7. Consider a resolution authorizing the purchase of custom designed panel artwork
and fabrication of wall panels for the Settlement to City Museum and take any necessary
action.
8. Consider the minutes of the March 24, 2009 City Council meetings as published and
take any necessary action.

INVOCATION AND PLEDGE OF ALLEGIANCE
Council Member Stewart delivered the Invocation and led the Pledge of Allegiance.
ITEM 1. PRESENTATION, PROCLAIM APRIL AS CHILD ABUSE PREVENTION
MONTH
Mayor Pro Tern Wilbanks presented a proclamation to Ms. Kim Benefield, Center
Coordinator for Alliance for Children,declaring April as Child Abuse Prevention Month. Ms.
Benefield expressed her appreciation to the City Council and City of Grapevine for their
support of the Alliance for Children Center.
ITEM 2. PRESENTATION, PROCLAIM NATIONAL PUBLIC SAFETY
TELEMMUNICATORS WEEK AND NATIONAL 911 EDUCATION MONTH
Mayor Pro Tern Wilbanks presented a proclamation to Ms. Karen Ballard,
Telecommunications Supervisor, declaring National Public Safety Telecomunicators Week

and National 911 Education Month. Mayor Pro Tern Wilbanks recognized the City's
telecommunications staff, as well as the Fire Department staff that were present.
ITEM 2. REPORT, GREAT AMERICAN CLEAN-UP
Recreation Coordinator Mary Jo Tellin presented a summary of the projects for 2008
regarding clean-up of area parks and Grapevine Lake. There were 26 projects, 1,477
volunteers donating almost 5,000 hours for a value of$92,218.18 and 136,196 pounds of
trash were removed. The volunteers were from area schools, Sabre, and outside
partnerships. The City of Grapevine was the winner of the population category 25K—60K
of the Governor's Community Achievement Award and received a prize of $130,000.
Ms. Tellin recognized local school volunteers for their participation in the clean-up:
Grapevine High School—38; Colleyville Heritage High School—54 and Dove Elementary—
102. Dove Elementary was presented a trophy for having the most volunteers.
Ms. Tellin briefed the City Council on the upcoming projects for 2009. The City Council
expressed appreciation to Ms. Tellin for her coordination of the clean-up projects and the
positive impact on the City.
ITEM 2A. CITIZENS COMMENTS, MR. DENNIS BROWN
Mr. Dennis Brown, 2725 Greenbrook Court, requested the City look into having the
proposed shuttles converted from diesel to Compressed Natural Gas (CNG),therefore,the
shuttles would run cleaner, require less maintenance and the fuel cost would be less.
ITEM 3. VISITOR SHUTTLE SYSTEM
Convention &Visitors Bureau Director P. W. McCallum recommended approval of leasing
four, 24 passenger buses for a period of 36 months and to acquire a used bus for back up
purposes for the Visitor Shuttle System. The proposal would increase visitor traffic and
spending at Grapevine's retail, restaurant, attraction and lodging facilities. The system will
operate under the Grapevine Vintage Railroad which will provide management of full-time
and part-time drivers trained to operate the system seven days per week. Total cost
anticipated for the first year is$771,964.00, projected revenue is $218,000.00 and charter
revenues are projected at $24,000.00.
Council Member Spencer questioned if The T would be paying for half the costs and Mr.
McCallum responded that they would.
Council Member Wilbanks expressed his preference of a trolley system.
Council Member Spencer, seconded by Council Member Freed, offered a motion to
authorize the implementation of a Visitor Shuttle System. The motion prevailed by the •

ITEM 4. ORDINANCE, COMBINATION TAX AND TAX INCREMENT
REINVESTMENT ZONE NUMBER ONE REVENUE REFUNDING BONDS,
SERIES 2009
Administrative Services Director John McGrane recommended approval of an ordinance
providing for the issuance of City of Grapevine,Texas Combination Tax and Tax Increment
Reinvestment Zone Number One Revenue Refunding Bonds, Series 2009, in the
aggregate principal amount not to exceed $16,000,000; providing for the award of the sale
thereof in accordance with specified parameters levying a tax in payment thereof;
prescribing the form of said bonds; approving the Official Statement; approving execution
and delivery of a bond purchase agreement and an escrow agreement. This bond
ordinance is known as a parameters ordinance that allows for the refunding of bonds to
take place within a period of time if certain parameters are met. The process is new to the
City of Grapevine but does allow greater flexibility in the sale of the refunding bonds.
Because of unstable market conditions the ordinance gives the authority to staff to choose
when to sell the bonds as long as it is within the parameters of the ordinance. The
parameters of the ordinance would not allow a refunding if the savings dropped below 5%.
Motion by Council Member Freed, seconded by Mayor Pro Tem Wilbanks, to approve as

Convention & Visitors Bureau Director McCallum recommended approval of a resolution
authorizing the purchase of graphic production services from Julie Landes for custom-
designed museum display panel artwork in the total amount of $19,237.25 and for the
fabrication of wall panels to house the artwork from Terry Cargill in the total amount of
$26,790.00 for the Settlement to City Museum. Using bold style, large graphics and
hands-on features, the Settlement to City Museum traces the steps made by Grapevine
community leaders and elected from 1843 to today including; town history, city
government, law enforcement and public safety, public works, lake history, airport history
and much more.
