NEW BUSINESS
2. Election of Officers and Ex Officio member to the Senior Citizens Advisory Board and take any
necessary action.
3. Consideration of the minutes from the June 27, 2019 meeting and take any necessary action.
4. Consideration and approval of Resolution No. 19-10, to authorize the Executive Director to
enter into a contract with Cameron Alread, Architect, to facilitate the process to award a
company to replace the water distribution system on Starr Place.

The Board of Commissioners of the Grapevine Housing Authority met in Regular Session on this the 25th day of July
2019 in the Conference Room of the Grapevine Housing Authority, with the following members present to wit:

REGULAR MEETING — CALL TO ORDER

Vice chairperson McHugh called the meeting to order at 4:30 p.m.
Item #1 Reoort of the Executive Director /Informational Only)
A. Rent Delinquency and Information Sheet
The Executive Director reported to the Board on the rent delinquencies, number of empty units, work orders
and statistical information for the waiting list for Public Housing through July 22, 2019. The Executive
Director updated the Board the waiting list will be open August 22, 2109 at 9:00 am through August 24, 2019
at 6 pm.
B. Capital Funds Reoort and Work in Progress
The Executive Director reported to the Board on the current Capital Funds and corresponding projects.
C. Reoort of Public Housing Activity and Issues
GHA is working with Cameron Alread Architects to replace the water main on Starr Place. An ad for a
request for bid was run in the July 21, 2019 Star Telegram and will run again July 28, 2019. A pre-bid
meeting will be held August 8, 2019 and the sealed bids will be opened August 22, 2019.
Roofs have been replaced on all buildings on Starr Place and West Texas Street. One evening, a wire was
cut in a unit on Texas St. An emergency electrician was called in to replace the cut wire; GHA was
responsible for the repair which cost $3503. The resident spent the night with her daughter.
The Executive Director has been working with HUD to clarify Grapevine Housing Authority's housing
allocation. GHA was under the impression all efficiencies and one bedroom units were designated as
elderly/disabled. After conversations with HUD, the designation was never renewed, so all units currently at
GHA are general occupancy.
D. Minutes from the Resident Advisory Meetings held July 19 2019
The meetings from the July 19, 2019 Resident Advisory Board meeting were not finalized in time for the
meeting.
E. Quarterly Investment Report for 6/30/2019
The Public Housing Coordinator presented the Quarterly Investment Report to the Board of Commissioners.

Item #2 — Election of officers and Ex Officio member to the Senior Citizens Advisory Board and take any necessary
action.
Commissioner Rhodes -Cantu moved and Commissioner Anderson seconded to keep the slate of officers as is:

Vice Chair Bonnie McHugh
Financial Officer Karen Rice
Ex Officio Member of the Senior Advisory Board Teri Rhodes -Cantu
Ayes: McHugh, Rice, Rhodes -Cantu & Anderson
Nays: None
Absent: Troeger
Motion passed.
Item #3 - Consideration of the minutes from the June 27 2019 meeting and take any necessary action
The Board was provided the minutes from the June 27, 2019 meeting for approval, the Executive Director requested
a change to the minutes which was noted.
Commissioner Rice moved and Commissioner Rhodes -Cantu seconded to accept the June 27, 2019 minutes as
amended.
Ayes: McHugh, Rice, Anderson & Rhodes -Cantu
Nays: None
Absent: Troeger
Motion passed
Item #4 - Consideration and approval of Resolution No 19-10 to approve the Executive Director to enter into a
contract with Cameron Alread Architect Inc
The Board discussed the role of the architect for the water distribution project and the pricing structure
Commissioner Rice moved and Commissioner Anderson seconded to adopt Resolution 19-10 to allow the Executive
Director to enter into a contract with Cameron Alread, Architect, Inc.
