The City Council of the City of Grapevine, Texas met in Workshop on this the 29th day of
September, 2009 at 5:30 p.m. in the City Council Conference Room, Second Floor, 200
South Main Street, with the following members present to-wit:
William D. Tate Mayor
C. Shane Wilbanks Mayor Pro Tem
Sharron Spencer Council Member
Roy Stewart Council Member
Darlene Freed Council Member
Mike Lease Council Member
Chris Coy Council Member
constituting a quorum, with the following members of the City Staff:
Bruno Rumbelow City Manager
Jennifer Hibbs Assistant City Manager
H. T. Hardy Assistant City Manager
John F. Boyle, Jr. City Attorney
Linda Huff City Secretary
CALL TO ORDER
Mayor Tate called the workshop to order at 5:35 p.m.
ITEM 1. DISCUSS SMOKING ISSUES IN GRAPEVINE
City Manager Bruno Rumbelow highlighted options available for consideration regarding
smoking issues in Grapevine: (1) a public education campaign regarding the dangers of
smoking, (2)wait for a legislative solution, or(3) draft an ordinance regulating smoking in
Grapevine. He noted that of the restaurants in Grapevine, 51% did not allow smoking and
49% did allow smoking with 20% of that being in the bar area or patio area.
Discussion ensued directing Staff to research possibly a public education campaign
partnering with Grapevine Colleyville Independent School District and Baylor Medical
Center. Discussion continued regarding the smoking in the right of way issue to address
concerns around Baylor Medical Center as the campus is designated as "smoke free".
Staff was directed to research options available to address the right of way issue.
Staff was also directed to schedule a workshop for review of the recently adopted
ordinance banning all tobacco products in all neighborhood parks and at all sports fields.
There was no formal action taken by the City Council.

ADJOURNMENT
Council Member Coy, seconded by Council Member Spencer, offered a motion to adjourn
the workshop at 6:25 p.m. The motion prevailed by the following vote:
Ayes: Tate, Wilbanks, Spencer, Stewart, Freed, Lease & Coy
Nays: None
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE,
TEXAS on this the 6th day of October, 2009.
