SUBJECT: APPROVAL FOR THE PURCHASE OF A NICE® NRX TELEPHONE
AUDIO RECORDER
RECOMMENDATION: City Council to consider the approval of the purchase of a Nice® NRX
telephone audio recorder from Motorola Solutions for the Public Safety
Dispatch Center.
FUNDING SOURCE: Upon approval, funds for this purchase are available in the capital fund
325-48860-209-004 for a total amount not to exceed $110,000.
BACKGROUND: This purchase is to replace the aging analog phone recorder that is used
to record 9-1-1 and administrative phone calls coming into and originating
from the public safety dispatch center.
The Texas State Library and Archives Commission, Record Number
PS4100-04, requires that calls coming into and originating from a public
safety dispatch center be recorded. The current recorder has reached its
end -of -life and will no longer be supported by the manufacturer after
December 31, 2019.
The purchase will be made in accordance with an existing interlocal
agreement with Houston -Galveston Area Council (H-GAC), as allowed by
Texas Local Government Code, Chapter 271, and Texas Government
Code, Chapter 791.
Bids were taken by the Cooperative and a contract was awarded to
Motorola Solutions. The Police and Purchasing staff reviewed the contract
for departmental specification compliance and pricing and determined that
the contract would provide the best product and pricing for meeting the
needs of the City.
Staff recommends approval.
